- Description
- Under the authority of 41 USC 253(c)1 as set forth in FAR 6.302-1, the National Institute of Environmental Health Sciences anticipates negotiations with the University of Utah on a non-competitive basis to extend the current contract for an additional six (06) six months. During the extension period, the contractor will continue to provide support to accomplish the following objectives: 1) import SNP-discovery data for newly re-sequenced genes from the University of Washington effort (contract N01-ES-15478); 2) import high quality, well validated SNP data relevant to NIEHS-listed ERGs from other publicly available web resources; 3) convert the data imported from the University of Washington and other publicly available databases to the graphical display developed by the University of Utah; 4) make newly imported, converted data available to the public through the web-accessible GeneSNPs database; 5) maintain the database to minimize downtime; and 6) continue with the process already in progress of updating and transferring the database to NIEHS, and ensuring that the database is fully functional once established at NIEHS.. Inherent duplication of costs to the Government, unacceptable delays impacting upon the stated objective, and the necessity to maintain continuity, compatibility, and consistency in the data make competition unfeasible. See Notes 22 and 26.
