Description
NASA/MSFC has a requirement for a short duration study that captures issues/lessons learned related to the design of the filament wound motor case that was once proposed for use on the Space Shuttle Solid Rocket Booster. NASA/MSFC intends to purchase this study from BFA Systems. In order to adequately document the issues related to, and lessons learned from, the design of the filament wound motor case, it is necessary to engage the technical experts who participated in the original design. BFA Systems employs a number of technical experts who were involved in the original design effort. The extensive knowledge of structural design and processes associated with the filament wound motor case necessary to accomplish this study can only be found at BFA Systems. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on December 11, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
