Description
NAICS Code: 541611 The U.S. Environmental Protection Agency (EPA) intends to negotiate a sole source increase to purchase order EP05W001146 issued against GSA schedule order GS-10F-0466N with Price Waterhouse Coopers, LLP, located at 1301 K St, NW, Suite 800W, Washington, DC, 20005, for the acquisition of an additional 2,800 hours of Advisory and Assistance Service (AAS) as described herein. The additional effort provided by PWC will conclude upon completion of the follow-on competition. The solicitation for the follow-on competition can be located at http://www.epa.gov/oamhpod1/admin_placement/ordsupport/index.htm Under EP05W001146, PWC supports EPA's Office of Research and Development's efforts in organizational change across administrative lines of business and Information Management and Technology. PWC is currently the only responsible source capable of performing these current AAS efforts because they are co-authors to both reports and initiatives: the Administrative Efficiencies Project(AEP) and the Information Technology Improvement Project (ITIP). Under this sole source modification, PWC will continue to consult with ORD stakeholder representatives to improve and map business processes, develop implementation strategies for achieving organizational change, conduct business process reengineering, and provide overall program management support to the multiple, integrated efforts. PwC has been an integral part of the change initiatives in ORD and provided a baseline analysis of the data in the AEP report resulting in an as-is analysis and a to-be analysis which the current and future ORD lines of business (LoB) are using to develop implementation plans and recommendations. Recently, ORD launched 3 more LoBs which require the support of updated analysis based on the original analysis. PwC's support of this effort as well as the ITIP make them the only viable vendor at this time to continue providing efficient and effective consulting services in order to adhere to ORD's schedule.
