- Description
- The Naval Surface Warfare Center Panama City (NSWC PC) intends to issue a sole source contract to BAE Systems Electronics LTD, Elettra Avenue, Waterlooville, Great Britain PO7 7XS for the acquisition of engineering services and equipment to refurbish and repair the Airborne Mine Neutralization System (AMNS) Neutralizer and Deployment Sub Assembly (DSA). The AMNS system provides the capability to relocate, identify, and neutralize bottom and moored mines directly from the mine countermeasures helicopter. Based on rate of damage to the EX 65, Exercise Destructor (Neutralizer) and the Launch and Handling System (LHS) DSA experience during MH-60 Contractor testing and subsequent ship testing, it is expected that exercise neutralizers will be damaged and require repair. Contractor support is required to repair and refurbish as necessary neutralizers damaged during testing. This procurement is sole source for the following reasons: BAE Systems is the original equipment manufacturer (OEM) and the only source for the AMNS neutralizer and the DSA. As such, only BAE Systems has the expertise, technical data, equipment, and experienced personnel to successfully refurbish and/or repair this equipment damage during testing. BAE has been the sole developer of these systems. Given the complexity of the AMNS Neutralizer and DSA and the level of system knowledge required to repair these systems to full operating capability after damage from testing, BAE Systems is the only source possessing the expertise, internal technical data, equipment, and experienced personnel necessary to successfully provide the engineering and repair services to accomplish all tasking.
