- This synopsis is being posted to both the Federal Business Opportunities (FBO) webpage located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) website located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. The North American Industry Classification (NAICS) Code is 334515, 500 employee size standard. The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) intends to procure on a competitive basis a shock and vibration test of M98 CBR Filter Set mounted in a fixture provided by NSWCDD. The weight of the M98 CBR is about 4,050 pounds and it has a dimension of 63.875? x 60.875? x 69.438. The following tests need to be performed to verify that the M98 CBR filter set meets the qualification for shipboard shock and vibration qualification: (a) MIL-S-901D for grade A, class A, Type 1, 9-nine (9) blow medium weight shock testing; (b) MIL-S-167-1 vibration testing through the frequency range of 4-50Hz in each of three (3) major axes. The test laboratory must provide instrumentation to monitor the acceleration levels simultaneously at eight different locations on the test fixture. The test fixture will be leak tested by the Government before and after each test. No contractor support is needed aside from allowing time to conduct this testing (approximately 1-2 hours per test, with 3 tests being required). Close coordination of the contractor?s testing schedule with the Government?s requirement for leak testing, is essential. NSWCDD will supply a test fixture; however the testing laboratory will be responsible for fabrication of any adapter/mounting plates necessary for mounting the test fixture to both the shock and vibration testing devices. The test laboratory must provide a test report within 30 days after completion of testing. The test laboratory must acknowledge that they are aware of the size of the test fixture and that they have a method to mount this test fixture. The bottom edges of the test fixture are unpainted for welding to the adapter/mounting plate. All proposals submitted will be evaluated by the Government. The evaluation factors consist of: technically acceptable, lowest price. The requirement will include a base (1 series of tests) and two option periods for fiscal year 2008. Each option period will consist of 1 series of tests. Before an option is exercised, the contractor shall be notified by the Government at least 30 days in advanced. All items need to be delivered FOB Destination to the NSWCDD. Provide an estimated delivery date or lead time on the quote. (How many days? Weeks?, Etc.) The order shall be a firm fixed price purchase order. Award is to be made under Simplified Procedures (FAR 13) by the Naval Surface Warfare Center, 17632 Dahlgren Road, Dahlgren, VA 22448-5154. The closing date for receipt of quotations is 12 December 2007.
