- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation W81NTE73328501 is issued as a request for quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-22. This acquisition is solicited on an unrestricted basis for NAICS 339112, size standard 500 employees. Federal Acquisition Regulation (FAR) Clause 52.211-6 Brand Name or Equal applies to items 0001, 0002 and 0003 manufactured by Alsius Medical Corporation. This requirement is for Thermoguard Advanced Temperature Management Systems, 4 each with Hospital Monitor Interface Accessory and a full protection plan. Item no. 0001: Thermoguard Advanced Temperature Management Systems, Alsius Corporation model no. TG-100 or equal, 4 each. Item no. 0002: Hospital Monitor Interface Accessory, Alsius Corporation model no. HMIA or equal, 4 each. Item no. 0003: Full protection plan model no. SC-FPP2, 4 each. VENDORS OFFERING OTHER THAN THE BRAND NAME PRODUCT SHALL MEET OR EXCEED THE FOLLOWING SALIENT CHARACTERISTICS: Item no. 0001: 100 120 VAC, 50/60 Hz, 5A 220-240 VAC, 50/60 Hz, 2.25A Commercially powered, can adapt to either 110VAC or 220VAC. Data interface: Serial RS-232C, 9-pin sub-D connector; Alarms: Audible tones and displayed text messages; Displayed tempe rature range: 26 C 46 C Displayed temperature : + 0.2 C Weight 115 lbs. 2 man lift. Portable - on large casters. The system must be self sufficient however it should interface with the Belmont rapid infusor in order to speed up the temperature change. Item no. 0002: Provides patient temperature signal to a bedside patient monitoring system. Allows simultaneous display of patient temperature reading on both the CoolGuard 3000 and a bedside monitor, using only 1 patient temperature probe. Includes full set of interface cables to ensure compatibility with most patient monitoring systems. Item no. 0003: On site service, includes all parts, labor and travel expenses and includes preventive maintenance. Required Delivery: On or before 30 December 2007 to Brooke Army Medical Center, 3851 Roger Brooke Dr, Fort Sam Houston TX 78234. FOB: Destination. Evaluation of Quotes: The Government will award a contract resulting from this solicitation to the responsible vendor whose quote, conforming to this solicitation, is Lowest Priced, Technically Acceptable (LPTA). Award will be on an all or none basis. The following factors will be used to evaluate quotes: 1. Technical Acceptability: In order to be considered technically acceptable, vendors must demonstrate that all items proposed [if other than Brand Name] meet or exceed the salient characteristics listed above. 2. Price. All quotes will be evaluated on Technical Acceptability. The award decision will be based o n the Lowest Priced, Technically Acceptable quote.
