THIS NOTICE IS FOR SOURCES SOUGHT ONLY. THE U.S. ARMY ENGINEER DISTRICT, NEW ORLEANS, IS SEEKING SMALL BUSINESS SOURCES FOR DISASTER DEBRIS MANAGEMENT PLANNING SERVICES THIS NOTICE IS FOR SOURCES SOUGHT ONLY. THIS IS NOT A REQUEST FOR PROPOSAL OR INVITATION FOR BID. SOLICITATION, SPECIFICATIONS AND DRAWINGS ARE NOT AVAILABLE. The tracking number for this announcement is W912P8-08-SS-0003. The NAICS codes for this proposed acquisition is 541618. The Government will use responses to this Sources Sought synopsis to make appropriate acquisition decisions regarding the type of procurement to be utilized to obtain disaster debris management planning services. The US Army Corps of Engineers, New Orleans District, solicits a capability statement from all qualified small businesses nation wide. The requirement is to develop a Disaster Debris Estimating Process resulting in 10% accuracy for quantity of debris within 30 calendar days of an event. The following activities shall be accomplished: 1. Research and collect historical data. Enter data in to a prescribed format. Compile and analyze the data. 2. Design and develop of a debris estimating process meeting the performance standards of 10% accuracy within 30 calendar days of an event. 3. Design, develop and maintain a Debris Estimating Field Guide. 4. Design and develop a training module to support the estimating process and enhance the effectiveness of the Debris Estimating Field Guide. 5. Efforts will require the capture of lessons learned, and, must identify essential remedial actions and mechanisms to ensure their timely implementation by next hurricane season to the extent possible. 6. Contractor will develop a Project Management Plan (PMP) and conduct In Process Reviews (IPR's) with key emergency management personnel and applicants for the purpose of reviewing project status, progress, and assessing project activities and direction. Contractor will participate in interviews with Subject Matter Experts (SME), compile information for research, and data collection to be included in the documents. The following link is to a generic PMP available for reference: http://www.hq.usace.army.mil/cemp/E/Em/mxhtml/Army%20Project%20Management% 20Plan%20%20-%20Generic.pdf All interested companies meeting our stated small business criteria are invited to submit a Capability Statement consisting of appropriate documentation, literature and brochures and should include: 1) Firm name, address, telephone and fax numbers. 2) Id entification of the company as a Small Business with proper certification (NAICS Code 541618 business size standard is not to exceed $6,500,000). 3) Past experience with debris management planning. (4) List of existing teaming agreements in place with ot her businesses and/or key personnel available to participate in the planning effort. IMPORTANT: responses must be limited to no more than 10 pages. Submission of a Capabilities Statement is not a prerequisite to any potential future offerings, but participation will assist the Corps in tailoring requirements to be consistent with industry capabilities. This synopsis is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents WILL NOT be notified of the results of the evaluation. Statements that do not meet all requirements or submitted within the allotted time will not be considered.
