- MARKET SURVEY: DEEP TARGET DETECTION (MUNITION BASED TARGETS AND AT MINES). The U.S. Army CECOM Life Cycle Management Command (LCMC) Acquisition Center-Washington (CACW) on behalf of the U.S. Army RDECOM, CERDEC, Night Vision and Electronic Sensors Directorate (NVESD), Countermine Division, Ground Vehicle Applications Branch is conducting market research to identify companies having technology, qualifications and capabilities to demonstrate a ground vehicle mounted, high performance ground penetrati ng radar (GPR) to detect both shallow and deeply buried in-road (under-belly attack) munitions based targets and antitank (AT) landmines. The specific objective of the market research is to identify companies which have both a mature shallow (less than 12 ) close-in (down-looking) GPR system and the capability to rapidly mature such a GPR system to detect more deeply buried AT mines and munitions based targets (up to 36). Maturity for this market research is defined as a minimum GPR technology readiness level (TRL) of 6 in a relevant AT mine, and munitions based target detection environment. The GPR must have high real time detection performance for both deeply buried and shallow buried targets. The system must have a real time operator interface which requires little direct operator involvement. The Government may use results of this market research to formulate a near term program that integrates GPR technology onto a U.S. Army ground vehicle. This future program may include the following Performance Objectives: detection of munitions based targets and AT mines on primary and secondary roads with a high probability of detection ( greater than or equal to 0.90), and a low false alarm rate (less than or equal to 0.001 per square meter), with detection s peeds up to 30 kilometers per hour; and the following Technical Objectives: (a) Integration of an existing or modified (if needed) prototype detection system with a manned Army ground vehicle (b) Limited contractor performance and environmental testing of the prototype detection system to verify satisfaction of the performance objectives; and (c) Integration of a Government-furnished metal detector to provide an integrated sensor suite capable of detection of the full range of threats (shallow buried, deep ly buried, high and low metal content, and non-metallic). This is NOT a request for proposal. Companies who desire to participate in this market research are encouraged to submit a white paper which supports the companys claim that it presently has the technology, qualifications and capabilities to satisfy the performance and technical objectives described above. The white paper should discuss the companys specific down-looking GPR system and relevant performance test results, documentation supporting a maturity level of TRL 6 or higher or the companys approach to maturing the companys GPR technology to TRL 6 or higher within 18 months. The white paper should also discuss related company experience and include point(s) of contact. The white paper sh ould be prepared in MS Word, limited to ten (10) pages, and submitted electronically to the CACW Contract Specialist, Tina Patterson, at tristina.patterson@us.army.mil by 14 January 2008. The Government will consider all responses submitted on time.
