- The U.S. Army CECOM Life Cycle Management Command (LCMC) is planning the release of a Request For Proposal (RFP) for the competitive acquisition of the Biocular Image Control Unit (BICU), a part of the Horizontal Technology Integration (HTI) Second G eneration Forward Looking Infrared (FLIR) Thermal Imaging Subsystem (TIS). This solicitation will allow the procurement of HTI FLIR BICUs Fiscal Year FY08 through FY12 production requirements in support of the Abrams M1A2 System Enhancement Package (SEP) and the M1A1 Abrams Integrated Management (AIM) Programs. The BICU provides the display and control interface for the TIS, a subsystem of the Abrams Tank Gunner's Primary Sight (GPS). This solicitation will procure the BICU Block 0, Part Number (P/N) 129 87770-1, NSN 1240-01-444-0554 or P/N 12987770-2, NSN 1240-01-463-4272; Block 1, P/N 12991310-1, NSN 5855-01-540-2891 or P/N 12991310-2, NSN 5855-01-536-9647; spare parts associated with these assemblies; depot level repairs for the BICU Block 0 and BICU Bl ock 1; associated circuit control card assemblies; and, technical engineering services. The BICU shall meet the requirements of the performance specification MIL-PRF-12978041B for Block 0 and MIL-PRF-12987772 for Block 1 as well as the Interface Control D rawings 19200-12987741 and 19200-12987745. Any ECPs will be identified in the RFP. It is anticipated that the formal release of the RFP will be in January 2007, with proposals due approximately 30 days later. Acquisition strategy is as follows: 1) awar d(s) will be based on the lowest price, technically acceptable determination; 2) award will be made for up to two(2) five(5) year Indefinite Delivery / Indefinite Quantity (ID/IQ) Firm-Fixed-Price (FFP) type contract(s) with a guaranteed minimum buy of 498 BICUs; 3) the FY09 through FY12 requirements are for approximately 185 BICUs per year to include potential reserve quantities. Additional requirements for spare components will be included for varying quantities depending upon the item (e.g. CRTs, CCAs). Contract award is projected for March 2008, with deliveries beginning in January 2009. Successful completion of First Article Testing (FAT), (with approved test report) is required 90 days prior to Government acceptance of the first deliveries. The draft RFP is projected for release on the Interactive Business Opportunity Page (IBOP), https://abop.monmouth.army.mil, shortly. The solicitation specifications contain information that has been designated as Militarily Critical Technical Data. Only businesses that have been certified by the Department of Defense, United States /Canada Joint Certification Office, and have a valid requirement may obtain a copy of DD From 2345, Militarily Critical Technical Data Agreement.
