Description
A market survey is being conducted to determine if there are qualified SBA HubZone certified, SBA 8(a) certified, SDVOSB contractors or small business local contractors, and also to determine if there are qualified large businesses that meet the spec ific criteria for this proposed project authorized by The National Defense Authorization Act of 2006 (Base Realignment and Closure (BRAC)). This BRAC project is located at 25 Baiting Place Road, Farmingdale, New York. The proposed contract will be for Con struction of a 199,000 SF Armed Forces Reserve Center (AFRC) and 24,000 SF vehicle maintenance facility to be located on a 13 acre parcel in Farmingdale, New York. The AFRC will be four stories, with approximately 13,000 SF of classrooms, including a slo ped floor auditorium, a 6,000 SF assembly hall, 30,000 SF of supply and storage, and 30,000 SF of general administrative space. The facility will include two passenger and one freight elevators, a kitchen, restrooms, and locker rooms. The exterior of the building is designed with a flat roof accommodating mechanical penthouses, with a pre-fabricated masonry exterior. Supporting facilities will include a two level parking deck for approximately 120 cars, and paved parking for another 400 cars and military vehicles. The vehicle maintenance shop will provide work space for approximately 20 full-time mechanics, and will include 10 work bays, tool and supply rooms, and overhead crane, lubrication and oil distribution system, oil/water separator, and other supp orting items. Contract duration is estimated at 720 days. The NAICS code is 236220. The small business size standard is $31.5 million. The estimated cost range is between $25,000,000.00 and $100,000,000.00. This project is planned for advertising around June 2008. A ll businesses interested in submitting a response should notify this office in writing by mail or fax by 18 December 2007, 4:00 pm, local time. Responses should include: 1) Municipality in which your business is located; 2)Identification of the appropr iate business category such as a 8(a), HubZone or SDVOSB business, 3) Past Experience - Describe completed projects that are similar in size, scope, and dollar value to the proposed project and the percentage of self-performed work and how that was accompl ished, 4) Capability of obtaining performance and payment bonds for a project in the dollar amount listed above, and 5) a statement verifying the contractor will self perform at least 20% or more of the work. Proof includes the name of the project, the construction start and completion date, the final dollar amount of the contract and a short description of your business's role and work performed (less than 200 words) and a point of contact and phone number for the owner of the project. To be consid ered you must: a) Have served as the prime contractor; b) the work must have been successfully completed within the last five years; c) The projects must be similar in size, scope and dollar value to the proposed project. Projects considered similar to this project include new construction projects of offices, administrative buildings, schools, and training facilities. NOTE: If qualified 8(a), HubZone or SDVOSB business firms do not respond, this planned contract action will be converted to full and open competition. Send responses to the USPFO-NY, ATTN: Mark R.
