Description

Design Project 557-08-111, Upgrade DDC Controls, Phase IV. Professional A/E services to prepare construction drawings and specifications, construction estimates, and provide construction period services. This project will continue work that has been completed on previous three phases to upgrade the direct digital controls to expand the capability of the boiler plant personnel to interface directly with the environmental control system through out the medical center. This includes building on the existing new Tridium web-based control system. The estimated construction budget is between $500,000 and $1,000,000. The area for consideration for this acquisition is restricted to the state of Georgia. The North American Industry Classification System (NAICS) Code is 541330. The small business size standard is $4,000,000 in annual gross revenues averaged over the past three years. Interested firms must submit two copies of SF 330 with appropriate documentation to the Angela White, Contracting Officer (557/10F/NCA), Carl Vinson VA Medical Center, 1826 Veterans Blvd., Dublin, GA 31021 by close of business December 21, 2007. The A/E selection criteria shall include the following elements (a) through (k): (a) Team proposed for this project; (b)Proposed management plan; (c) Previous experience of proposed team; (d) Location and facilities of working offices (e) Proposed design approach (f) Project control (g) Estimating effectiveness (h) Sustainable design (i) Miscellaneous experience and capabilities in the following areas: value engineering, life cycle analysis, CPM, fast-track construction, energy conservation, new energy sources, environmental assessment, specialized experience, CADD and other computer applications; (j) Awards and (k) Insurance and Litigation. This is not a request for proposals. No material will be issued and no solicitation package or bidder/plan holder list will be issued. This procurement is unrestricted under the Small Business Competitiveness Demonstration Program. See numbered note 24.
