- The United States Coast Guard Maintenance & Logistics Command, Atlantic intends to issue a Commercial Request for Quote (RFQ) for Drydock Repairs to the USCGC STURGEON BAY (WTGB-109). The acquisition will be solicited as a Small Business Set-Aside. The Coast Guard intends to conduct the procurement in accordance with Federal Acquisition Regulation FAR Part 12, Acquisition of Commercial Items, and FAR Subpart 13.5, Test Program for Certain Commercial Items. The simplified acquisition will be issued as a Best Value, Request for Quote (RFQ), on or about December 14, 2007. The solicitation will be issued electronically on the FEDBIZOPPS web page at http://www.fedbizopps.gov. It is incumbent upon contractors to monitor the FEDBIZOPS web page for RFQ release and all subsequent amendments. Please sign up for the Auto Notification service to receive e-mail from FEDBIZOPPS when an action is taken under this solicitation. A CD-ROM containing all applicable drawings will be sent via U.S. mail, if requested. Send all requests via e-mail Wendy.J.Culbreth@uscg.mil. The standard industrial classification code is 3731 and the NAICS is 336611. The homeport of the vessel is 85 Port Terminal Blvd, Bayonne, NJ 07002. This vessel is geographically restricted to 350 Nautical Miles of their homeport of Bayonne NJ. All work will be performed at the contractor?s facility. The performance period is forty-nine (49) calendar days with a start date on or about 7 April 2008. The scope of the acquisition is for (1) Welding Repairs, (2) Renew Potable Water Pressure Tank and Associated Valves, (3) Remove, Inspect, and Reinstall Propeller Shaft, (4) Overhaul Shaft Seal Assembly, (5) Clean and Inspect Heat Exchangers; (6) Renew Transducer and Preserve Transducer Hull Ring, (7) Overhaul and Renew Valves, (8) Renew Reach Rod Components for Various Valves, (9) Inspect and Test Relief Valves, (10) Perform Inspection and Maintenance of Steering System, (11) Overhaul Steering Pump Motors, (12) Overhaul Steering Pumps, (13) Remove, Inspect, and Reinstall Rudder Assembly, (14) Renew Rudder Bearings, (15) Perform Boat Boom Maintenance, (16) Renew Vacuum Sewage Piping, (17) Renew Various Windows, (18) Preserve Various Bilge Surfaces, (19) Preserve and Disinfect Potable Water Tanks, (20) Preserve Weather Decks, (21) Preserve Underwater Body, (22) Preserve Sewage and Grey Water Collection and Holding Tanks, (23) Reseal Cosmetic Polymeric Deck Covering Systems, (24) Renew Galley Refrigerator, (25) Provide Temporary Logistics, (26) Routine Drydocking, and (27) Laydays. Trained welders, who have been certified by the applicable regulatory code performance qualification procedures, shall accomplish all welding and brazing. The USCGC STURGEON BAY (WTGB-109) is a 140 Foot Icebreaking Tug homeported in Bayonne, NJ. All reference documents are available for viewing at 300 East Main Street, Suite 500, Norfolk, VA 23510-9102. Drawings are now available on CD-ROM. The CD-ROM sets are available for all cutters and will be free of charge to contractors upon request [ten days from solicitation issuance]. MLCA must have ten (10) days advance notice to complete a CD-ROM set of drawings. The CD-ROM(s) contain WINDOWS compliant raster/vector formats (e.g.*.DWF, etc).
