- This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www. Fbo.gov, and the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. The Naval Surface Warfare Center, Carderock Division, Philadelphia intends to enter into a Firm Fixed Price type contract to fulfill the requirements for 10 LCAC Engine Combustion Air Filter Modification Kits to be manufactured in accordance with NAVSEA Drawings which will be available separately from the solicitation. The contractor shall provide all labor, and material necessary to fabricate the required kit. This is a competitive, unrestricted action. All responsible small and large businesses are encouraged to submit offers to the Naval Surface Warfare Center, Carderock Division, Philadelphia, 5001 South Broad Street, Philadelphia, PA 19112-1403. The Northern American Industrial Classification System Code (NAICS) is 423830 and size standard of 500 employees. Delivery is required not later then 160 days after receipt of award. Contractors must be Joint Certification Program (JCP) registered to obtain the drawings associated with this solicitation. Please email your request to camille.mesquita@navy.mil, citing the solicitation number, company name, address, cage code and JCP number. The JCP establishes the eligibility of a U.S. or Canadian contractor to receive technical data governed by the DoD Directive 5230.25. This Directive sets forth policies, procedures, and responsibilities for the withholding of unclassified technical data from public disclosure. DoD Directive 5230.24, a companion directive, establishes the distribution marking systems for DoD contr olled technical documents. The U.S. / Canada Joint Certification Prog ram are managed by the U.S. / Canada Joint Certification Office (JCO). The JCO, a common jointly staffed office, is located at the Defense Logistics Information Service (DLIS), 74 Washington Avenue North, Battle Creek, MI 49017-3084 (Tel. 800-352-3572) and online at www.dlis.dla.mil/jcp/. The JCO receives and processes certification forms submitted by U.S. and Canadian contractors that wish to obtain access to unclassified technical data disclosing critical technology under the control of, or in the possession of DoD. To become certified, U.S. contractors must submit a completed DD Form 2345 to the JCO. Canadian contractors may submit either a completed DD Form 2345 or DSS-MAS 9739 for certification. However, a DD Form 2345 shall be used when a Canadian contractor intends to request access to DoD-controlled technical data. In addition, a copy of the firm?s State/Provincial Business License, Incorporation Certificate, Sales Tax Identification Form, or other documentatio n which verifies the legitimacy of the company must accompany all DD Forms 2345. Anticipated release date of solicitation is approximately 19 DEC 2007.
