- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number GDQ089001 is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-20. This is a total small business set-aside under NAICS 424720 with small business size standard of less than 100 employees. The Bureau of Land Management Amarillo Field Office through the BLM New Mexico State Office has a requirement for lubrication oils on an AS-NEEDED BASIS and to be delivered to BLM Cliffside Gas Field, 13301 West Brickplant Road, Amarillo, TX 79124. Orders will be placed against resultant firm-fixed priced contract and Contractor will deliver oil within 48 hours after request is made by authorized BLM personnel. Deliveries will be FOB Destination. Start date for this contract will be January 2, 2008, and contract will end December 31, 2008. Line Items: TERESSIC 150 LUBRICATION OIL (in bulk) - approximately 5,500 Gallons Typical Properties: ISO viscosity grade - 150; AGMA number - 4; Gravity. API - 27.5; Specific Gravity at 15.6 degrees C or 60 degrees F - 0.890; Viscosity - cSt at 40 degrees C - 157.5, cSt at 100 degrees C - 15.7, SSU at 100 degrees F - 840, SSU at 210 degrees F - 80, Viscosity index - 95; Pour Point C - minus 18 degrees, F - 0 degrees; Flash Point, C - 266 degrees, F - 511 degrees; Neutralization Number - 0.20; Rust Prevention, ASTM D 665A - Pass; Rust Prevention, ASTM D 665B; Oxidation Stability, ASTM D 943 - 1250 MOBILE PEGASUS 805 OIL (in bulk) - approximately 2,800 Gallons Typical Properties: Flash Point, C - 245 degrees, F - 473 degrees, ASTM D - 92; Vapor Pressure - mmHg 20 C: less than 0.1; Vapor Density greater than 2.0; Relative Density 15/4 C: 0.89; Viscosity at 40 C, cSt: 130.0; Viscosity at 100 C, cSt: 13.5 The following FAR provisions and clauses are applicable under this synopsis/solicitation: Clause 52.211-16 Variation in Quantity, Provision 52.212-01 Instructions to Offerors - Commercial, Provision 52.212-02 Evaluation - Commercial Items (Factors - Price, Ability to Meet Response Time Required for Delivery, and Past Performance), Provision 52.212-03 Offeror Representations and Certifications - Commercial Items (submitted along with the offer or may be completed online by accessing http://orca.bpn.gov), Clause 52.212-04 Contract Terms and Conditions-Commercial Items, Clause 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items.
