SOURCES SOUGHT NOTICE The Space and Naval Warfare Systems Center San Diego (SSC San Diego) ??? Regional Dispatch Center (RDC), Pearl Harbor, HI, is seeking 8(a) Small Disadvantaged Business sources located on the island of Oahu, HI that can provide essential services to support the RDC Pearl Harbor, located on the island of Oahu, Hawaii. The RDC Physical Security Equipment (PSE) and Integrated Computer Aided Dispatch and Monitoring Systems (ICADAMS) provide 24-hour intrusion and fire alarm monitoring and enhanced emergency response procedures. These automated and computer aided systems dispatches Federal Security Force, Federal Fire and Emergency Medical Services for all Navy installations. RDC receives enhance 911 call for Army, Marines and dispatches Federal Fire units and EMS. The scope of the contemplated effort will include qualified support personnel. A ???DRAFT??? Statement of Work (SOW) can be reviewed at https://e-commerce.spawar.navy.mil. This procurement is anticipated to be firm fixed price. SSC-SD anticipates issuing a solicitation for a base year with four one-year options. The annual estimated level of effort for the total requirement is approximately 26,208 man-hours. The North American Industry Classification System (NAICS) Code is 541513 ??? the Small Business Size Standard $23M. The purpose of this presolicitation notice is to locate and identify qualified 8(a) Small Disadvantaged Business sources located on the island of Oahu, HI that can provide required services. Interested Oahu, HI 8(a) firms are invited to respond to this sources sought announcement by providing an information statement (NTE ten (10) pages inclusive of the cover page) that summarizes relevant experience, knowledge, and capabilities consistent with the statement of work. Respondents shall address their experience and knowledge in the following five (5) areas as it relates to the scope of the Draft SOW: (a) Telephone Answering, (b) Radio Communications; (c) Alarm and Video Surveillance; (d) Administrative Support and (e) Reporting. Respondents shall provide information related to contracts where the respondent was materially involved at a comparable level of effort. The respondents information statement shall provide: (1) information about their business size status (i.e., small, small disadvantaged, woman-owned small, HUBZone small, veteran-owned small, 8 (a), etc.; (2) a statement that they have the capacity to conform to FAR Clause 52.219-14 Limitations on Subcontracting, and (3) summarizes experience and knowledge as it relates to the scope of the technical activities in the identified technical areas listed in the Draft SOW. A determination as to whether this acquisition will be a set- aside or full and open competition will be based upon responses to this notice. The deadline for submission of capability information is 7 December 2007 by 3:00 PM Pacific Time.
