- This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; pr oposals are being requested and a written solicitation will not be issued. Solicitation W81NTE7269N442 is issued as a request for quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acqu isition Circular 2005-05. Great Plains Regional Contracting Office has a requirement for NON-PERSONAL SERVICE: Clinical Pastoral Education (CPE) Trainer (NTE 1600 hrs). For the Ministry and Pastoral Care, Ft. Sam Houston, TX. This requirement is small business set-aside and all responsible sources may submit a quotation, which will be considered. . Award will be made on or about 13 Dec 2007. The requirements in this solicitation are: CLIN 0001, NON-PERSONAL SERVICE; Clinical Pastoral Education (CPE) Trainer; Period of Performance 01 Jan 2008 thru 30 Sep 2008. Refer to: PERFORMANCE BASED WORK STATEMENT The contractor shall provide the services of one Clinical Pastoral Education (CPE) Trainer to provide instructional services at San Antonio DOD Medical Treatment Facilities with the primary place of service being the Department of Ministry and Pastoral Car e, Brooke Army Medical Center, Fort Sam Houston, Texas. PERFORMANCE MEASURES: The Contractor shall provide qualified personnel who will fulfill the requirement to provide Clinical Pastoral Education (CPE) Trainer services at a standard that enables the Dep artment of Ministry and Pastoral Care to provide such services at a high level of quality. Standards and acceptable measures include: substantiated patient complaints-zero per provider; no provider initiated cancellation of procedures/instruction except a s required by the Department of Ministry and Pastoral Care, or provider illness or emergency leave. The Government may evaluate the quality of professional and administrative services provided. How Measured. Department/clinic supervisory personnel will e valuate standards as necessary through government information systems and records, contractor reports, and time sheets. ADMINISTRATIVE: Neither uniformed personnel nor Government civilian employees shall be employed to perform services under this contract. SPECIFIC TASKS: Performance under this contract shall require a contractor provider to instruct service personnel in the Clinical Pastoral Education Program. The contractor shall perform, but is not limited to, the following tasks every week: a. Ind ividual five hours per week. b. Group to include 15 hours of education per week (including didactics, Interpersonal Relationship (IPR) meetings, and verbatim). c. Written and oral evaluations for each student at five hours per week. d. Training for 10 hours per week. e. Admin istrative and AMEDD Center and School consultation at five hours per week. f. A safe and secure learning experience for each student IAW Association for Clinical Pastoral Education (ACPE), AMEDDC&S, Department of Pastoral Ministry Training (DPMT) and US A rmy Clinical Pastoral Education (CPE) standards. The contractor shall manage and train learners in accordance with Association for Clinical Pastoral Education (ACPE) standards. This includes providing educational resources and conducting didactic training and peer group seminars. The contractor is respo nsible for all Clinical Pastoral Education (CPE) program activities. The contractor will coordinate them with the Chief, Department of Ministry and Pastoral Care (DMPC) who will facilitate support as required. The contractor will coordinate program activi ties prior to their execution with the Chief, Department of Ministry Pastoral Command (DMPC) who has oversight responsibility Personal transportation to the training site. The Government will and the Contractor shall, by mut ual agreement, add or delete curricula subject matter in accordance with the AMEDDC&S, Department of Pastoral Ministry Training (DPMT) and the US Army Clinical Pastoral Education (CPE) System. Evaluation Process: All proposals will be evaluated in accordance with the following criteria: Technical Capability (compliance with the requirements of Certification specializes i n providing Clinical Pastoral Education; management of pastoral care departments; management of chaplains/Lay persons to include all aspects of religious services and certification programs) and Price.
