Description
FedBizOpps numbered note 23 will apply to this acquisition. The Government will be soliciting a 3 year Indefinite Delivery Indefinite Quantity for Armor Steel in support of numberous Department of Defense Add on Armor programs. The GOvernment antic ipates making multiple awards as a result of this solicitation. The requirements will be for various sizes and thickness of either Armor Steel MIL-A-12560 or MIL-A-46100. If multiple awards are made, the fair opportunity procedures will be applied for co mpetition of each delivery order requirement. The DFARS restriction at 252.225-7030 as well as the preference for Specialty Metals will not apply to certain requirements during the 3 year contract period. Therefore, producers that produce or provide stee l that is not melted and/or rolled in the US or Canada can submit proposals for consideration of an award for these requirements. Some of the requirements will carry a priority rating of DX for MRAP programs. Per Note 23, qualification procedures are req uired and will be included in the solicitation. Any producer/provider that has never provided Armor Steel to the US Government will have to have their material ballistically tested to be eligible for an award. Qualification testing prior to award will be at the contractor's expense. The contract maximum will be 60,000 plates for the 3 year contract period. The 60,000 plates could be orderd as all one type or as a combination of types/sizes. Contractors may qualify their products at any time prior to aw ard, however the Government will reserve the right to augment the award pool at any time after initial awards to include additional contractors that have had their products tested and qualified. The solicitation will be available electronically approximat ely 13 December 2007. The solicitation will be available online at https://aais.ria.army.mil/aais/Padds_web/index.html and no hard copies will be issued. Contractors must be registered in CCR, and Wide Area Work Flow in order to electronically submit inv oices and process receiving reports. The solicitation above was originally issued on a sources sought under number W52H09-08-R-0068, which was later revised to identify solicitation W52H09-08-R-0025.
