Description
PORTABLE DOPPLER RADAR (PDR) This is not a solicitation, but market research to determine potential sources for the design and implementation of the Portable Doppler Radar in support of the Air Force Weather Agency (AFWA). This sources sought synopsis neither constitutes a Request for Proposal (RFP), nor does it restrict the Government to an ultimate acquisition approach. This synopsis should not be construed as a commitment by the Government for any purpose. Requests for a solicitation will not receive a response. The Air Force requires a Portable Doppler Radar which is capable of providing environmental data and functioning under all environmental conditions to global combat and support forces, deployed worldwide, who require accurate local and near battlefield/battle area weather information. Total requirements for the PDR units will approximate 31 units. The PDR system will constitute a replacement and upgrade of current radar units in the field. A Technical Requirements Document (TRD) will be pro vided to potential contractors as part of the Request for Proposal (RFP). The contractor will provide all necessary services to produce, test, deliver, install, and checkout the radars and provide spares and applicable support equipment. The contractor shall also provide Type 1(initial user training) operations and maintenance training and provide requisite technical operations and maintenance manuals for the Air Force radars. The system must allow for ease of maintenance and servicing with minimum personnel, pares, and support equipment. Systems need to receive, process, display, store, print, and distribute Doppler radar products to standard weather systems for dissemination to Command, Control, Communications, Computers, and Intelligence (C4I) systems, in order to support warfighter planning and execution. The system must have connectivity to standard weather systems operating up to Secret System High mode. Radar must not exceed 1 pallet (463L cargo system 108in x 96in) w/30day supply Readiness Spares Package (RSP), collapsible mast (30 ft), a nd building roof pedestal. Components stored in their respective containers must be 2-person lift. Interested sources need to submit a qualification package to include: (1) Technical specifications of proposed commercially available PDR solution, (2) Familiarity with DoD/Air Force Weather systems and interfaces, (3) Experience related to weather radar systems design, implementation, and supportability. Interested sources should respond to this synopsis by providing literature (qualification package) that describes their off-the-shelf PDR technical capabilities; their understanding of weather radar interface requirements and their experience producing weather radars including support and training. The Government will assess prospective sources' potential based on the qualification packages provided. Firms considered by the Government to be most highly qualified to produce and deliver an off-the-shelf (COTS) PDR solution will be contacted by the PCO, and a list of such firms will be made available on the Hanscom Electronic RFP Bulletin Board (HERBB) www.herbb.hanscom.af.mil. Firms considered by the Government not to be most highly qualified to produce and deliver the PDR will be afforded an opportunity to obtain the Government's rationale and offered the opportunity to provide additional information. Any interested source initially evaluated as not most highly qualified w ill be provided a copy of the solicitation upon request, should one be issued, and any offer submitted by such a firm would be evaluated without prejudice. Firms should indicate whether they are a large business, small business, small disadvantaged business, 8(a) concern, woman-owned small business, whether they qualify as socially or economically disadvantaged, and whether they are a U.S. or foreign-owned firm. Please note that HERBB will be the primary source of information for this acquisition. Interested parties should check for updates frequently and subscribe to the HERBB update service for the "Portable Doppler Radar (PDR)". Potential Offerors are cautioned that this synopsis is for information and planning purposes only, and does not constitute a Request for Proposal (RFP) nor does its issuance restrict the Government as to the ultimate acquisition approach. The Government will not reimburse the contractor for any costs associated with preparing or substituting a response to this notice.
