Description
The Naval Surface Warfare Center Panama City Division (NSWC PCD) intends to issue a sole-source purchase order to Bauer Compressors Incorporated, 1328 Azalea Garden Road, Norfolk, VA 23502-1944 for the repair and upgrade of seven (7) Bauer Compressors (model C-D/DV/NAVY). The upgrades will be accomplished by removing the diesel engine and compressor block and rebuilding each returning them to like new condition. Once the diesel engine and compressor block are reassembled and corrosion resistant improvement completed, the contractor shall assemble the compressors into assembly model C-D/DV/NAVY-SS configuration. This acquisition is unsuitable for full and open competition for the following reasons: a). Bauer Compressors is the original equipment manufacturer and is the only company qualified to complete these upgrades. Additionally, these compressors are the only system that has been tested and designated ?Approved for Navy Use? for these compressors. b). All of the life support systems must successfully complete a rigorous test series including hot and cold temperature exposure tests, shock load tests and shipboard vibration tests. Use of any other compressors would necessitate extensive, time consuming, and costly recertification for the shock, vibration, and thermal test requirements. It is estimated that requalifying the life support systems would cost the U.S. Navy hundreds of thousands of dollars and would take several months to complete thus significantly delaying delivery of the life support systems to the fleet. c). The physical size, weight and operating characteristic of the system components are crucial to providing a U. S. Navy certified system. Since the physical size, weight and orientation of the Bauer Compressors determine the system response to shock loading and vibration, any changes in these characteristics from the design already tested would require additional shock and vibration testing prior to U.S. Navy certification of the life support system. d). There is no guarantee t hat other replacement parts will successfully pass the required shock, vibration and temperature testing necessary to certify the life support system for U. S. Navy use.
