- SOLICITATION W9128A-08-R-0003, FY08 MCAF KNMD063025, C-17 Aircraft Parking Ramp, Hickam Air Force Base, Oahu, Hawaii. This project is to design and construct a C-17 Aircraft Parking Ramp just south of the existing Corrosion Control Hangar for 4 new aircraft parking positions to support everyday C-17 operations. The Scope of Work includes pavement demolition, grading, concrete ramp, shoulder pavement sections, pavement structure, geotextile, utilities, drainage inlets and manholes, relocation of exis ting lights with poles and pavement striping. Project area encompasses 35,000 to 40,000 square meters with a 15 inch concrete depth. The project is within proximity to on-going construction, the base fire station, on-going aircraft maintenance, and the AM C terminal. Design and construction require close coordination and phasing of work to minimize impacts to the surrounding activities. Night work and possible dewatering of parts of the project area are considerations. The estimated cost of the proposed project is between $10,000,000 and $25,000,000. This is an UNRESTRICTED procurement. Selection will be based upon evaluation factors which may include (a) experience, (b) past performance, (c) Small Business Program participation, and (d) contract price . Traditional hard copies of plans and specifications will NOT be available for this project. Solicitation plans and specifications will be made available for viewing and/or downloading on the Federal Technical Data Solutions (FedTeDS) website via access through the Federal Business Opportunities (FedBizOpps) website located at http://www.fbo.gov/ on or about December 15, 2007 - a notice of solicitation issuance will be posted in FedBizOpps when plans/specifications are uploaded to FedTeDS. Offerors must be registered in FedTeDS to view/download plans and specifications. Solicitation documents will not be issued on compact disc (CD) unless the Government determines that it is necessary. Offerors must have and/or maintain an active registration with the Central Contractor Registration (CCR) website to be eligible for a Government contract award. To register in CCR, go to http://www.ccr.gov. It is the offerors responsibility to check for any posted changes to the solicitation.
