- This combined sources sought/synopsis is for information and planning purposes only; it is not to be construed as a commitment by the Government. A contract may not be awarded as a result of this combined sources sought/synopsis. The US Army Contra cting Agency, Contracting Center of Excellence (CCE) at the Pentagon, on behalf of Deputy Assistant Secretary of the Army for Cost and Economics, intends to procure all personnel, equipment, tools, materials, supervision, and other items necessary to provi de non-personal technical support services in the concentrated areas of cost of operations of forces in peacetime and during contingency operations as a small business set-aside or under full and open procedures. Only small businesses are to submit capabi lity packages. Please limit the length of packages to ten (10) pages. Packages over 10 pages will not be evaluated. Interested small businesses that are certified and qualified as a small business concern in NAICS code 541611 with a size standard of $6.5 million are encouraged to submit their capability packages outlining their experience in the following key areas or tasks: (1) Update of the databases supporting the Army Force and Organization Cost Estimating System.; (2) Develop factors and costs for the Army Force and Organization Cost Estimating System (FORCES) Cost Model (FCM); (3) Develop factors and costs for the Army Contingency Operations Cost Model (ACM); (4) Develop factors and costs for the Cost and Factors Handbook (CFH); (5) Perform special co st analysis research. The following questions need to be answered as part of the packages: (1) Do you have a working knowledge of Army or equivalent Force structure? The major data sets that need to be manipulated in the development of the FORCES suite of models are: The Structure and Manpower Allocation System (SAMAS) , Forces Cost Model (FCM), The Structure and Composition System (SACS) , Supply Bulletin, The Army Military Civilian Costing System (AMCOS), Army Master Data File (AMDF), Total Ammunition Ma nagement Information System (TAMIS) , Library Database (LIBDB) , The Operating and Support Management Information System (OSMIS), Service Based Costing (SBC), Budget Books, and the 281 Reports; (2) Do you have the background to modify software programs wri tten in Visual Basic Net and FoxPro? Downloadable models are written in these languages and must be updated at least annually ;( 3) Will you be able to set up and manage a website? The current website (.com domain) will be transitioned to a .mil site. The website must follow .army.mil guidelines, must be password secure and provide web statistics, downloadable programs, on-line databases and on-line training in to use the models mentioned above. The downloadable files must comply with DOD standards and be compatible with Army Automatic Data Processing equipment; (4) Are you familiar with unit level contingency costing and unit level costing? Contingency costing covers the phases: pre-deployment, deployment, operations and sustainment, redeployment, recon stitution and demobilization. Costs by type include incremental personnel costs, transportation, equipment and miscellaneous costs such as medical preparation, one time training, C4I, and special equipment. Unit level costing pertains to annual operations , acquisition, activation, inactivation, tactical, and administrative movement; (5) Are you knowledgeable in the Army or equivalent funding structure as it applies to force costing? This requires familiarity with costs by appropriation and major supporting activities. If at least two responsible small business concerns are determined by the Government to be capable of performing this requirement based on an evaluation of the capability packages submitted by 3 December 07 at 1:00 PM EST, the requirement will be solicited as a 100% set-aside for small business concerns. If capability packages are not received from at least two responsible small business concerns by the response date or if the Government determines that no small businesses are capable of performing this requirement based upon an evaluation of the capability packages submitted this requirement will be solicited under full and open procedures. No othe r synopsis will be posted for this requirement. To assist us in maintaining a list of interested small businesses for this potential procurement, please provide your companys name, point of contact (POC), address, phone number, and business size under the above NAICS code to the POC for this procurement, Stacy Bailey. Multiple Award, Firm Fixed Price, Indefinite Delivery/ Indefinite Quantity contracts are anticipated. The period of performance is a base period of twelve months and four (4) option years an d read as follows: Base Year: 1 February 2008 to 31 January 2009, Option Year I: 1 February 2009 to 31 January 2010, Option Year II: 1 February 2010 to 31 January 2011, Option Year III: 1 February 2011 to 31 January 2012, Option Year IV: 1 February 2012 to 31 January 2013. The work under this contract will be performed at the Contractors facilities. Contractor personnel will require a current SECRET clearance. A written Request for Proposal (RFP) will be posted on or about 12 December 2007. The RFP mu st be retrieved and downloaded from CCEs homepage at: http://dccw.hqda.pentagon.mil/home/index.asp click on RFPS; select the desired RFP and click on the Process button. No hard copies of the RFP will be issued; all amendments will be posted and must be retrieved from this website. Questions are to be submitted by 1:00 PM EST, 17 December 2007. Responses to the RFP must be submitted by email to the POC identified below. No solicitation mailing list will be compiled.
