Description
The Food and Drug Administration intends to procure on a sole source basis professional services from Courtesy Associates, Washington, DC. Period of Performance will be December 3, 2007 through January 15, 2008. Scope of Work: The Food and Drug Administration (FDA), Office of the Commissioner (OC), Office of International Programs (OIP) is conducting a seminar in Singapore on January 13, 2008 for the purpose of enhancing international awareness of the dangers of counterfeit medical products. Assistance is required with travel of foreign participants. Background: The Asia Pacific Economic Cooperation (APEC) Life Sciences Innovation Forum (LSIF) along with the U.S. Food and Drug Administration, the U.S. Department of Commerce, together with Singapore?s Health Science Authority and the U.S. ? ASEAN Business Council are conducting a series of seminars to enhance international awareness of the dangers of counterfeit medical products, and to demonstrate ways to maintain the integrity of the pharmaceutical products and medical devices supply chain. The first of these seminars will be held on January 13, 2008 in Singapore. Description of Services: Travel (detailed flight, hotel and per diem information found below) for a maximum of 16 international participants to attend the APEC LSIF First Anti-Counterfeiting Health Products Seminars. APEC LSIF Anti-Counterfeiting Health Products Seminars ?Building International Cooperation to Protect Patients will be held on January 13-15, 2008 at Singapore, Furama River Front Hotel. Arrivals should be planned not more that one day in advance of the conference and departures not more than one day after the conference. Participants will be from a variety of APEC travel eligible economies, which include: Peoples Republic of China, (excludes Taiwan and Hong Kong), Indonesia, Malaysia, Mexico, Chile, Papua New Guinea, Peru, The Philippines, The Russian Federation, Thailand, and Viet Nam. A maximum of 2 persons per economy will travel to and from Singapore up to a total of 16. Contact information for participants will be provided when it is available and in sufficient time to make travel arrangements. International economy class flights, confirm participant hotel reservations via the seminar website. Local transportation to and from the airport, but there will be no rental cars. All flight arrangements must be Economy class with lodging at the APEC seminar rate, per diem, and transportation, APEC rates to be applied. APEC per diem including lodging and incidental expenses will be in affect at a maximum $200/person/day, for 3 days in Singapore. An accounting of expenses associated with each person is to be provided to the FDA Project Officer by June 1, 2008. Courtesy Associates has been providing this service under a recent contract and due to time and financial constraints FDA needs to use the same contacts for this conference. This acquisition will be conducted under simplified acquisition procedures. The NAICS code classification is 561510. This notice is not a request for proposals and no solicitation documents exists for this requirement. However, interested parties responding to this notice will need to submit technical data, including cost, sufficient to determine capability in providing the same products and services by 2:00 p.m., EST, November 29, 2007 to Gwen Hubbard. All responses will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether it is feasible to conduct a competitive procurement.
