Description
In accordance with 41 U.S.C. 253(c)(1) and FAR 6.302(1), the Centers for Disease Control and Prevention (CDC) intends to issue a sole-source, firm fixed price purchase order to Consultant, Mary Ann Anderson, Ph.D. in Antigua, Guatemala. The contractor shall participate in the study, design, and assessment of technical capacity to conduct reproductive health surveys in three (3) Latin America countries; Paraguay, Nicaragua, and El Salvador. An assessment of capacity for health survey research in Latin America is part of a broader scope of work commissioned by the United States Agency for International Development (USAID). The vendor shall: 1) participate in the development of assessment documents and instruments; 2) participate in site visits; 3) synthesize findings from site visits; 4) prepare written reports; 5) participate in the drafting of a final report including the development of recommendation and strategies for capacity-building; 6) and collaborate in the presentation of assessment findings. Dr. Anderson has a wealth of experience with USAID in Latin America and experience in developing country-specific and regional strategies to improve public heath infrastructure in developing countries to include capacity-building. Her educational and profession experience with CARE, UNICEF, and USAID indicates a high level of training and expertise in public health programming, funding and use of reproductive health surveys. Interested parties who feel that they possess the capabilities to provide the services described above should submit a capability statement demonstrating their abilities to provide the services. The information received in response to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Documentation should be received within fifteen (15) days after the date of publication of this synopsis to be considered by CDC. A determination by the CDC not to compete this proposed contract based upon responses to this notice is solely within discretion on of the government.
