Small Business Set-Aside: Total Small Business
Description: The Bureau of Land Management, Nevada State Office, is seeking a qualified vendor to furnish labor, equipment, supplies and materials to seed designated burned and unburned areas, using aircraft, with BLM specified seed at the rate specified in the Solicitation. Solicitation Number FAQ080017 will be issued as a Request for Quote (RFQ) for the aerial application of the seed. DESCRIPTION/LOCATION OF WORK - Using Contractor furnished aircraft, equipment, supplies, and materials (except for specified Government furnished property) the contractor will seed an estimated 14,672 acres in designated burned and unburned areas. The seed will be furnished by the Government at the location stated in the Detailed Specifications. Contractor shall load and transport seed from the pickup point to the operational loading sites and shall be responsible for its protection from loss or damage due to weather, rodents, insects, theft, or any other hazard. Work under this contract is located in Humboldt and Elko Counties, State of Nevada. The work consists of 1 project site area to be seeded. The project is located approximately 35 miles northeast of Golconda, Nevada and 10 miles southeast of Chimney Dam Reservoir, Nevada. A map will be included with the solicitation package that will specify the location. The area will be shown on the Project Location Map, with the location depicted to be aerially seeded. Complete specifications and requirements will be included in the solicitation package. Solicitation package will be available electronically on or about November 28th, 2007. Please print the Standard form (SF)-18 and all clauses and attachments. Quotes will be due on or about December 10th, 2007. Quotes may be submitted to Bureau of Land Management, Ely Field Office; Attention: Kim Ferguson, HC33 Box 33500, Ely, NV 89301. By express or hand delivery to: Bureau of Land Management, Ely Field Office; Attention: Kim Ferguson; 702 No. Industrial Blvd, Ely NV 89301, or by facsimile to (775) 289-1910. An award will be made based on Technical Capability, Past Performance and Price. Quotes shall include the following items: 1) Pricing Schedule including unit price, 2) Applicator's experience and Company experience as detailed in the solicitation, 3) Relevant Past Performance from the past three (3) years as detailed in the Solicitation, 4) Include TIN and DUNS Number, 5) Offer must be signed, and 6) Representations and Certifications must be submitted (Note: Annual representations and certifications can be completed at Online Representations and Certifications Application (ORCA) at http://orca.bpn.gov. If not completed electronically, then FAR Clause 52.212-03; Offeror Representations and Certifications, found in the solicitation package, must be completed.) This is a 100% set-aside for small business. The standard NAICS classification is 115112. Size standard is $6.5 million. The Government intends to award this contract on an all-or-none basis.
