- DEPARTMENT OF THE AIR FORCE HEADQUARTERS 375TH AIRLIFT WING (AMC) 5 Nov 07 MEMORANDUM FOR 375 CONS/LGCB FROM: 375 OG/CC 859 Buchanan Street/ Rm 427 Scott AFB, IL 62225-5117 SUBJECT: Sole Source Justification Letter for Magenta Inc. 1. 375 OG proposes to purchase flight control surfaces from Magenta Inc. for a C-141B static aircraft scheduled for display in the future Scott AFB airpark. These services include removal of depleted uranium counterweights, replacement with dummy counterweights, and shipment of completed flight surfaces to Scott AFB. 2. We recommend this as a sole source requirement because: a. This action is urgent and compelling due to the fact that Magenta Inc., who is currently in possession of flight control surfaces previously mounted on 375 AW aircraft, plans to destroy said flight control surfaces within 20 days. Additionally, Magenta is the only known commercial supplier with available C-141 flight control surfaces. b. By contracting with Magenta Inc. to perform the depleted uranium removal and counterweight replacement, we receive a cost savings because Magenta Inc. has flight control surfaces in stock, which eliminates costly shipping charges, plus Magenta Inc. currently has a team of experts on staff who are working similar requirements. c. Our market research indicated that the only other possible source for these flight control surfaces would be through Aerospace Maintenance and Regeneration Center (AMARC); also know as the ?Bone Yard.? A representative from AMARC was contacted and advised they have never performed the requested operation nor do they have the knowledge, team or supplies to perform these actions. 3. There is no potential for future sole source requirements because this is the last known C-141 scheduled for static display that requires flight controls with the depleted uranium removed. Based on the information above, it is my recommendation that this requirement be sole sourced to Magenta Inc. 4.
