Description
The United States Coast Guard (USCG), Maintenance and Logistics Command, Atlantic (MLCA) intends to issue a Request for Quotations (RFQ) for a firm fixed price contract for the purchase of (8) 20-foot Aluminum Skiff Workboats with trailers, completely rigged with engines, power, and electronics installed by the builder in a ready to operate state. Information demonstrating technical capability will be required as part of your submission for the solicitation. This acquisition will be solicited as a Small Business Set-Aside. The small business size standard is 500 employees. The Coast Guard intends to conduct the procurement in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, and FAR Subpart 13.5 Test Program for Certain Commercial Items. The Request for Quotations (RFQ) will be issued on or about 30 November 2007 via the Federal Business Opportunities (FedBizOpps) web site at http://www.eps.gov with quotes due on or about 17 December 2007. The RFQ number will be HSCG80-07-Q-3JM070; hard copies of the RFQ will not be issued. It is incumbent upon contractors to monitor FEDBIZOPS site for RFQ release and all subsequent amendments. FEDBIZOPS also contains an automatic notification service option. The NAICS Code is 336612. The desired and required turn around time will be in the solicitation. BOAT SPECIFICATIONS: ITEM 1: 20 foot commercial workboat, Kann, or equal with .190 all welded marine grade aluminum hull, with maximum dimensions of 72 inch bottom width, 96 inch beam, 20 inch transom with semi-vee bow. ITEM 2: Minimum 32 inch sidewall sheet depth (.190 material) ITEM 3: False floor, foam filled, with aluminum deckplate treadplate top sheet (.187 material) Five-Longitudinal Z channel risers on 12 inch centers, 1-1/2 square box tube transverse members on 15 inch centers full length floor ? 16 foot of false floor per boat ITEM 4: Minimum 3 inch bow deck, foam filled, treadplate top sheet (.187 material) ITEM 5: Steering console, minimum 32 inches wide to accommodate dual engine controls and gauges (32 inches L x 12 inches W x 35 inches H) ITEM 6: Dual Hydraulic steering System ITEM 7: Coxswain Operator seat is a 1/8 inch aluminum box, with a 3/16 inch aluminum top ITEM 8: Seat cushion cover for operators storage seat box (vinyl) ITEM 9: Two Sea battery storage boxes (attached to forward part of console) ITEM 10: Two Engine start batteries ITEM 11: Full width sump area at stern ITEM 12: Side seat box fuel tank storage compartment ITEM 13: Stern splashwell with 2 inch drains ITEM 14: Windshield with grab rail minimum 20 ? inches tall ITEM 15: 7/8 inch Grab rail x 3 inches tall ITEM 16: Side mount running lights four foot stern light ITEM 17: Four lifting eyes (2 stern attached to top of boat / 2 bow welded onto deck plate) ITEM 18: Four leg single point lifting sling ITEM 19: Bottom rails 2 inches x 2 inches x 14 inches ? angle ITEM 20: Six Bow beaching doubler plate or heavy duty construction ITEM 21: Battery disconnect switch ITEM 22: Eight Minimum 10 inch heavy duty solid-weld cleats (2 bow, 2 midway (between bow and mid), 2 mid, 2 stern) ITEM 23: 2 x 4 Poly-wood rubrail below gunwale cap (Not fastened through hull plating. ADDITIONAL ITEMS: ITEM 41: FOB Destination The use of brand name or equal purchase descriptions has been determined to be required to adequately meet the Government?s technical requirements for the scope of work intended. Brand name products specified and identified above are known to be acceptable. All known physical or functional salient characteristics of the products specified are essential to the intended use are contained in the statement of work. Identification by brand name does not indicate a preference for the products mentioned but indicates the quality and characteristics of products that will meet the Government?s needs. The Government will award a firm fixed price contract resulting from the RFQ on a lowest price technically acceptable basis. Anticipated date of award is on our about 9 January 2008.
