- Pre-solicitation notice - NAIC code 562910 for procurement of environmental removal and remediation services for residential properties located in the Washington County Lead District at three Superfund sites known as Potosi, Richwoods, and Old Mines Sites.Services include the removal and replacement of lead-contaminated soil derived from historical lead and barite mining that was prevalent in the region during the previous two centuries. This requirement will be issued as a Small Business Set-aside. The nature of the residential properties is mostly rural. Size of residential properties vary with the largest being up to one acre. In general, work consists of the removal of the upper one foot of lead-contaminated soil from around occupied residential properties and replacing it with clean soil. Contaminated soil will be taken to a repository and clean backfill will be used to bring properties back to original grade. In addition, lawn and landscaping restoration will be required. Excavation is typically performed using small to medium sized heavy equipment and some hand digging with shovels is also required. The contractor shall be required to comply with all applicable federal, state and local laws and regulations. Removal/remediation shall be conducted pursuant to the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), as amended by the Superfund Amendments and Reauthorization Act (SARA), and National Contingency Plan (NCP) requirements. EPA anticipates issuing a firm fixed price contract consisting of a Base Year and 2 Option Years which will contain performance incentives for performance of these services.Estimated dollar value for this procurement if all Option Years are exercised is $7,000,000.00.
