- This modification revises the original synopsis to indicate this will be solicited as a competitive HubZone set-aside, and to provide additional information about the requirement. The requirement is for one each real-time, continuous, automated plant property tracking system, referred to as the OnCommand Inventory Tracking System (OnCom). Offerors are required to attend a PreQuotation conference on 6 Dec 07, at 0900 hours. Send visit requests to Autumn Garcia, autumn.garcia@navy.mil, no later than COB 27 Nov 07. Include names of up to two attendees from each company, their Social Security numbers, place and date of birth, and company affiliation. All attendees must be U.S. citizens. The overall function of OnCom is to track and monitor plant property inventory movement within the designated buildings, provide real-time inventory location ability, provide a framework whereby historical reports may be generated and maintain an established methodology for regular updates to the main database. OnCom shall make use of Radio Frequency Identification Device (RFID) technology and must be capable of locating any tagged asset at any time an operator requests the information and provide a movement history. OnCom shall accomplish this process by combining Active RFID technology for monitoring inventory movement, relaying information to a group of data collectors which will process plant property movement information and forward it to the database program. The system shall have the ability to generate customizable reports that can be generated and personalized, monitor and locate inventory in real-time, and give the user ability to locate inventory by item, location or plant property group. OnCom shall exist as a multipart hardware and software solution, including active RFID tags, readers, Ethernet hubs, data collectors, power supplies. OnCom shall not employ wireless technology other than the RFID signal. All other data transfer shall be done through Category 5 Ethernet cable. Requirements: The Contractor shall provide and install a system including 150 tags, 38 tag readers, approximately 10,000 feet of cable, and supporting equipment. Inventory Tags: Tags shall be on all of the time and not require external RF energy for activation. Tag signal must not be attenuated by mounting to a metal surface. Tags shall have tamper and battery condition detection technology. Tags shall have a battery lifetime of at least 5 years. Hardware Support: OnCom shall be capable of identifying on-demand: the unambiguous (no multiple reads) current location of any tagged inventory; the unambiguous history of movement of the plant item with date and time of crossing; the inventory barcode, plant account assignee, organization, description of the plant item, and tag number; and the software shall have the capacity to cross reference on barcode, item description, plant account assignee, organization, and tag number. The contractor shall provide 40 hours of training. The system shall be delivered FOB destination, installed and tested in four buildings at the Naval Air Warfare Center, Weapons Division, China Lake, CA. OnCom shall be installed in a unique environment. The walls and ceilings are metal in some places. OnCom shall operate within this environment successfully with errors not to exceed 1 error per 10,000 events. Prior to award, contractors will be required to demonstrate their proposed system in this environment to verify it meets this requirement. Installation shall be done in a professional manner and shall have a limited impact on the existing facility and day-to-day activities. Antennas shall be unobtrusive (such as coaxial cable in wire molding) that will be affixed to walls and around doorways where required. Installation shall be in accordance with industry-accepted practice and shall make the cabling as unobtrusive as possible. This solicitation will be issued using FAR Part 12 and 13.5, Test program for Certain Commercial Items. Evaluation and award will be based on best value and will include technical capability and suitability for the intended use, past performance and price. Prior to award, contractors will be required to demonstrate their proposed system at China Lake, CA to verify that it meets the requirements of the solicitation. The anticipated award date is approximately 31 Jan 08, and the system shall be completed 10 weeks after award. The proposed contract is set-aside for HUBZone small business concerns. Offers from other than HUBZone small business concerns will not be considered. It is anticipated that the solicitation (request for quote) will be posted 26 Nov 07.
