Description
The Government intends to negotiate, on a sole source basis, a firm-fixed-price (FFP) acquisition with the Susan Kohler for research services. This non-competitive action is being issued by the Department of the Interior - National Business Center on behalf of the U.S. Commission of Fine Arts (CFA). This action is being processed in accordance with FAR 6.302-1, only one responsible source, and solicited in accordance with FAR 13 Simplified Acquisition. The Government has a requirement for historical research services and cataloging services for the Commission. The CFA needs a historian to respond to internal and external research requests as well as assist with the organization of the CFA's physical records and non-digital collections. In order to provide timely research and records organization, the Contractor must possess In-depth knowledge related to (1) the mission of the CFA, as well as its policies and operations; (2) research sources, needs, and methods of the field or fields (i.e., history, community planning, architecture, etc.) in order to evaluate the relative value of retained records; (3) the buildings and monuments of the Washington, DC area, including Georgetown, and its changing landscape; and (4) the 1916 McMillan Act which established the layout of the Nation's Capital. In reaching conclusions and developing recommendations regarding the retention of records based on their informational values, the Contractor must exercise the knowledge detailed above, for which the records have potential value. Ms. Kohler's many years of experience as a former Historian with the CFA will allow her to consider such matters as the arrangement and accessibility of information in the records; the legal requirements or administrative purposes to be served by their retention; the volume of records involved; the availability of similar information from other sources; and the cost of accessioning, arranging, preserving and providing reference service from such records. The period of performance for this effort is for ten months from date of award. Interested parties may identify their interest and capabilities by December 5, 2007 via email to lauren_c_kunze@nbc.gov. This is NOT a request for competitive proposals. However, all information received will be considered by the Government. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
