Sources Sought Synopsis  Announcement number W912EF-08-R-SS01 is not a notice of solicitation. The Walla Walla District Corps of Engineers (COE) is issuing this notice to determine if there are an adequate number of interested business concerns cap able of providing professional, multi-discipline, cost engineering services. When published, the solicitation will be in accordance with the policies and procedures applicable to the acquisition of architect-engineer (A-E) services under subpart 36.6 of the Federal Acquisition Regulation (FAR) and the Brooks Act. It is anticipated that the resultant contract will be an indefinite delivery indefinite quantity contract for a five year period. The maximum contract amount will not exceed $25 million. This solicitation is anticipated to be issued as an unrestricted request for proposal (RFP) under NAICS Code 541330, small business size standard of $4.5 million. The RFP will require a large business concern to submit with its proposal a subcontracting p lan in compliance with FAR clause 52.219.9, Small Business Subcontracting Plan. The subcontracting plan will be used in conjunction with technical evaluation factors to evaluate offers. The Fiscal year 2008 subcontracting goals will be published in the R FP. Background. The Walla Walla District COE and its Construction Division Cost Engineering Branch were assigned as a Directory of Expertise (DX) for Civil Works Cost Engineering in 2002. The DX provides a centralized, quick, and expert response for all cost engineering requests from the COE, the Department of Energy (DOE), other Department of Defense, or Federal agencies. The DX establishes teams to complete tasks using individuals from other COE Districts, the Walla Walla District Cost Engineering Branch, a nd the private sector through Architect Engineer contracts. Scope. Professional, multi-discipline, cost engineering services include, but are not limited to, cost engineering, cost estimating, risk analysis, program and project management, planning and scheduling, cost and schedule performance measurement and chan ge control, and value engineering. These services are required to support the COE Hazardous, Toxic, and Radioactive Waste and Military and Civil Works Program, as well as support the COE in sponsorship with other agencies such as, but not limited to, Department of Energy and its subdivisio ns of environmental restoration, waste management, decontamination and decommissioning, Office of Site Service, and Office of River Protection. Cost engineering services may be required from COE Districts throughout the United States. The scope also requ ires the A-E to complete work using the COEs estimating software MII, COE and DOE work breakdown structure, activity based estimating techniques, baseline cost estimating, risk analysis, critical analysis and scheduling techniques, and other related skill s. The Walla Walla District COE will administer the contract. Proposals will be evaluated on professional qualifications, experience, and the firms capabilities to provide cost engineering services from the planning phases through final project completion. Detailed evaluation criteria will be specified in the RFP. T he RFP is anticipated to be issued in January 2008. To be eligible for contract award, a firm must be registered in Central Contractor Registration (CCR). Register via the CCR Internet site at http://www.ccr.gov. USACE is submitting the sources sought to determine industry interest in the project. Interested firms should indicate their interest to the Ms. Jani Long at Jani.c.long@usace.army.mil as soon as possible, but no later than 10 calendar days from the poste d date of this notice.
