Description
SUBJECT: Seeking Sources for Mortar Fire Control System Integration Request for Proposals The Picatinny Arsenal Center for Contracting and Commerce will soon be releasing Request for Proposals WI5QKN-08-R-0336. This RFP will be issued on the basis of Full and Open competition, and is anticipated to result in the award of a single contract for the development, production, fielding, training, and initial logistic support of various mortar fire control systems in the 2008 to 2012 timeframe. The resulting contract to be awarded from this RFP will be hybrid in nature, containing Firm Fixed Price production requirements, along with Time and Materials type efforts. Specifically, the base contract to be awarded will include production of the M95/M96 Mortar Fire Control System-Mounted and the XM150/XM151 Mortar Fire Control System ??? Dismounted. In addition, the contract to be awarded from this RFP will include four (4) years of Firm Fixed Price options with ranges of quantities for each of these systems. The hardware elements of the mortar fire control systems listed above included ruggedized military computers and personal digital assistants, displays (gunners and drivers), power distribution systems, power supplies, inertial navigation units, ruggedized mounts, and ruggedized cables. The resulting contract will also require offerors to propose five (5) years of fixed price labor rates for the various Time and Materials efforts. The Technical Data Packages (TDP) and related specifications upon which potential offerors will be asked to prepare their proposals are available for immediate use by all potential offerors in advance of formal RFP release. Potential offerors should request these documents in writing via E-Mail and address all inquiries regarding this requirement to michael.gomez7@us.army.mil. Prior to release of these documents, each offeror will be required to sign a Non-Disclosure Agreement, after which time numbered CDs will be issued. All unsuccessful offerors and each offerer that declines to submit an offer, will be required to return the CDs to the cognizant Contracting Officer, Mr. Douglas Kukla. Release of these documents prior to RFP release is designed to give each potential offeror an opportunity to fully review the systems to be procured. The Government will hold an Industry Day approximately one week after issuance of the RFP, at which time potential offerors will be be permitted to view actual hardware, receive a briefing on each of the systems, and ask any questions regarding the RFP.
