Description
Under Statutory Authority 38 U.S.C. 8153 Enhanced Health Care Resources, VA Medical Center, Minneapolis, MN requires 1 to 2 full-time Anesthesiologists for a period of not less than one year, with options to renew for two (2) additional 12-month periods. NAICS code is 621111 with small business size of $9 million dollars. This procurement is full and open competition. Contractor to provide services Board Certified/Eligible Anesthesiologist (BC/BE certified) to perform clinical anesthesiology services at the Minneapolis VA Medical Center (MVAMC) under the overall supervision of Director, Surgery Service and Chief of Staff at this medical center. An academic appointment with other health facility is a plus; contract services include administrative, and clinical anesthesiology services that include: (a) Provide direct patient care anesthesiology services for the full range of operative procedures including administration of anesthetic agents, pre-procedures assessment, intra-procedure monitoring and post-procedure follow-up as appropriate and in collaboration with CRNAs. The Medical Center employees 23 - 25 CRNAs. (b) Administers anesthetics and conduct supportive therapy both intra-operatively and for clinical procedures. (c) Undertake post-operative care referable to anesthesiology. (d) Perform pain control procedures and do pain management consultation. (e) Patient treatment documentation to any/all clinical records will occur immediately and be compliant with CMS/GME standards and VA documentation requirements. (f) Furnish technical and professional direction to nurse anesthetists (CRNAs) and nurse students (SRNA's) and any anesthesiology residents in training at MVAMC. (g) Furnish consultation referable to anesthesiology. (h) Furnish emergency call service 24 hours per day, 7 days per week in conjunction and rotation with other members of the MVAMC Anesthesiology Service. Emergency call service is defined as the availability of and provision of all Anesthesiology services required during periods outside of normal working hours including weekends and holidays. On call coverage requires the anesthesiologist to be in-house until all cases are done and the patient is discharged from the recovery room. (i) Participate in the Medical Center "code team" with the responsibility for managing airways and respiratory resuscitation issues; consultation regarding airway management in inpatient and outpatient areas as well as for sedation/anesthesia for procedure performed throughout the Medical Center. (j) Provide management of patients in the Post Anesthesia Care Unit. (k) Adhere to all relevant VA and MVAMC and policies and procedure. (l) Participate in appropriate conferences at MVAMC related to patient care and allied programs. (m) Assist in establishing and maintaining accredited education programs for training house staff and allied health personnel. (n) Assist in maintaining quality assurance programs referable to Anesthesiology. Ensure work in Anesthesiology complies with all applicable Joint Commission standards. (o) Comply with appropriate and applicable MVAMC policies, procedures and regulations. Examples include medical staff bylaws, rules and regulation, narcotic control and use, personnel policies, lab/management relations, infection control, medical records, education requirements for privacy, security and ethics and CPRS training. (p) Contractor must be present at MVAMC and must actually perform required services for the period specified in the contract or contract costs will be decreased accordingly during each billing cycle. Adjustments will be equal to the physician's total cost divided by 2080 hours times the number of hours the contractor fail to provide the required services. Contractor will not work at another facility during normal tour of duty as defined; needs of Veterans shall come first. (q) Contractor will invoice MVAMC each month for services rendered and provide documentation of service by submitting a timecard to support hours worked. A MVAMC recordkeeping system of Contractor hours worked is established through time and attendance records. (See attached timesheet and paragraph 9). At the end of each month the timesheet is provided to the Patient Service Line Administrative Officer (PSL/AO). (r) Approximate amount of time spent on: Clinical Activities 80%; Administrative 20%; (s) The payments for any leave, including sick leave, holiday or vacation time are the responsibility of the contractor. Contractor will earn up to 30 days of vacation leave, 15 days of sick leave and 10 government holidays. (t) Leave will be granted to full time contract staff as in-house staff. All leave must be coordinated and approved by Chief, Anesthesiology Section or Director of Surgery. The payments for any leave, including sick leave, holiday or vacation time are the responsibility of the contractor. Submitted proposals will be evaluated on certification(s) board certification, academic appointment(s), recent related experience, clinical skills; collaborative skills, training experience; proof of insurance; past performance, availability, etc., and price. Pricing must include all costs for base salary, fringe benefits, and malpractice insurance, etc. Contractor must have own travel and housing. Pricing may be submitted as an hourly, weekly or monthly charge but reflect total costs and must be able to be calculable to compare with other offers submitted.
