Description
This synopsis/solicitation is for commercial items prepared in accordance with the format in FAR Subpart 12.603, as supplemented with additional information included in this notice. This announcement constitutes the only notice; a paper solicitation will not be issued. Request for Quotation (RFQ) number 08-Q-E005393B shall be referenced on any price quote. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-20, Effective September 17, 2007. All future information about this acquisition including solicitation amendments will also be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. The Federal Bureau of Investigations (FBI) has a requirement for the following items: 0001. AccessData Vista & Other Advanced Topics. AccessData is the sole manufacturer of the primary processing tool used by CART Forensic Examiners. This class is required for CART Certification. The course provides the knowledge and skills necessary to analyze Microsoft Windows Vista operating system artifacts and file system mechanics using Forensic Tool Kit (FTK), FTK Imager, Password Recovery ToolKit and Registry Viewer. Access Data is the sole manufacturer of theThe FTK and FTK Imager products. Required training dates and locations: 0001: November 27, 2007 through November 29, 2007 at the HARCFL in Kansas City, MO. 0002: February 5 ? 7, 2008 at the Intermountian West RCFL in Salt Lake City, UT 0003: August 12 ? 14 at the Greater Houston RCFL in Houston, TX. There shall be a maximum of 24 students per class. Brand name or equal requirement. Required minimum salient performance characteristics: Vendor must be authorized to use AccessData forensic software tools in their training class. Training class must be offered with the same level of expertise as the AccessData Vista and Other Advanced Topics class and be accepted for CART certification of Forensic Examiners. Training shall be offered in a ?vendor-independent? manor. Offeror shall have the availability to offer training on the required dates and locations. The Government will award a firm fixed price purchase order resulting from this combined synopsis/solicitation to the responsible offeror with the quote that is the most advantageous to the government, price and other factors considered. The Government is not responsible for locating or securing any information, which is not identified in the quotation, but may do so at its discretion. Award is anticipated ASAP after receipt of quotes. Please carefully review the commercial item FAR clauses for information about requirements and instructions for submitting a quotation. The following provisions and clauses apply to this procurement and are available on www.arnet.gov: Federal Acquisition Regulation (FAR) provision 52.212-1, Instructions to Offeror- Commercial Items (SEP 2006); FAR provision 52.212-2, Evaluation-Commercial Items (JAN 1999). Evaluation and Award of Purchase Order. (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1. Technical Acceptability 2. Past Performance 3. Price. Please submit 3 references for past performance review, giving a point of contact and a phone number. Technical Acceptability and Past Performance are more important than price. The Government reserves the right to award without discussions; therefore, it is critical that each quote be fully responsive. However, the FBI also reserves the right to conduct discussions, if later determined to be necessary. FAR provision 52.212-3, Offeror Representations and Certification-Commercial Items (SEPT 2007) ? An offeror shall complete only paragraph (k) of this provision if the offeror has completed the annual representations and certifications electronically at http://orca.bpn.gov. If an offeror has not completed the annual representations and certifications electronically at the ORCA website, the offeror shall complete only paragraphs (b) through (j) of this provision. FAR Clause 52-212-4, Contract Terms and Conditions- Commercial Items (FEB 2007); FAR clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (JUN 2007 ) - in paragraph (b) the following clauses apply; 52.203-6 Alternate I, 52.211-6, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.222-41, 52.232-33, 52.232-36, 52.239-1. Clauses incorporate by reference can be found it at www.arnet.gov. The lessor/contractor will agree to insert terms that conform substantially to the language of this clause in all contracts/subcontracts. All quotes from responsible sources will be considered. Quotes shall be accepted by email only. No other methods of submission will be accepted. Email to the attention of Debra E. Chapman at dchapman@fbiacademy.edu. Questions shall be submitted on or before 12:00 Noon EST on Friday, November 23, 2007. Quotes are due on or before Monday, November 26, 2007 at 10:00 AM EST. The RFQ number 08-Q-E005393B must be placed on all quotes. This contract will be awarded as a commercial item in accordance with Federal Acquisition Regulation Part 13.5 Simplified Acquisition Procedures. All contractors anticipating award must be registered in the Central Contractor Registration Database website.
