Description
The proposed acquisition is to acquire the services and supplies necessary to accomplish depot maintenance of an estimated three (3) aircraft per contract year for a total estimated fifteen (15) HC-130H aircraft in accordance with a PSI-Baseline Work Specification for a period of five (5) years. The RFP will use the procedures of FAR Part 12 and 15. This requirement shall be delineated into distinct efforts to include PSI-B Inspection, Repair Phase, and Unscheduled Depot Level Maintenance (UDLM). Performance of PSI-B Inspection and subsequent Repair Phase work shall constitute a baseline overhaul of the Coast Guards HC-130(H) aircraft and delineates the minimum work requirements for flight test and preparation for delivery by the depot facility and return of the aircraft to a serviceable condition. All maintenance shall be performed using established procedures as outlined in USAF/USCG technical orders and publications. The Coast Guard does not maintain nor can it provide technical documents of another government agency. Contractors must provide all facilities, labor, tooling, materials, test equipment, and managerial staff to perform the required work. The contractor must possess access to all required USAF Technical Order specifications, drawings and data to include specific load/stress analysis data, historical load analysis data or equivalent strength analysis data peculiar to the C-130H aircraft. Contractors must possess and maintain, for the life of the contract, a current FAA or international equivalent certification to perform Programmed Depot Maintenance type work for large body aircraft. The Coast Guard will not delay award nor contract performance in anticipation of any of the certifications/assessments described herein. Proposals will be requested for firm-fixed-price IDIQ (Indefinite Delivery Indefinite Quantity) type contract for one base year and four options years. Delivery will be 160 days from induction date. The North American Industry Classification System Code (NAICS) is 336411 and the procurement is unrestricted.
