Description
Request for Statement of Capabilities ??? Protective Clothing Requirements ??? 52-2008-NA-28538 This is a Sources Sought request. In accordance with FAR Acquisition Circular (FAC) 2005-21, effective 7 November 2007, this Sources Sought is in support of a market survey being conducted by the National Nuclear Security Administration (NNSA) to determine qualified sources capable of providing and tracking protective clothing and equipment needed to prevent injuries and safety related incidents to individuals, trainers, and safety personnel. The NNSA requests all interested parties respond to this Sources Sought Notice with a Statement of Capability (SOC) as specified below. The SOC will be used to identify interested, potential and/or capable small businesses that can provide providing and tracking protective clothing and equipment needed to prevent injuries and safety related incidents to individuals, trainers, and safety personnel. NNSA plans to issue single-award, indefinite delivery/indefinite quantity contract for protective clothing items (Attach1) and administrative service to maintain a detailed accounting of yearly maximum individual authorized allowance for replacement of authorized protective clothing (Attach 2). The purpose of this acquisition will be to provide the protective clothing items as specified in the most expeditious manner; track individual purchases of authorized protective clothing items, provide reports of authorized individual purchases to OST management, and prevent individuals from exceeding authorized spending levels. NNSA contemplates issuing single-award, indefinite delivery/indefinite quantity contract for protective clothing items (Attach1) and administrative service to maintain a detailed accounting of yearly maximum individual authorized allowance for replacement of authorized protective clothing (Attach 2) using Firm Fixed Pricing. The potential award will be for a one-year base period and four 1-year options periods If the requirement (as detailed below) can be filled, submit only one Statement of Capabilities in response to this sources sought as specified below. Background Information: The Office of Secure Transportation is required to protect all nuclear resources of under the control of the Department of Energy which requires individuals to be highly trained in all phases of resource protection and recovery. In support of these roles the OST requires a source of supply for procuring and managing the individual purchases authorized protective clothing requirements to prevent individuals from exceeding their authorized allowances. CAPABILITY: Statements of Capability (SOC) are expected to include those service capabilities required to support the scope section above and those technical capabilities required to deliver a product and services with characteristics as identified below. - The contractor shall provide 24/7online ordering service to authorized OST personnel. - The contractor shall offer all of the protective clothing items and equipment identified in the attached Exhibit A. - The contractor shall carry the clothing items in multiple sizes, brands, and colors. - The contractor shall identify potential products to meet the salient characteristics identified in the contract as new products are introduced into the market place or improvements are made in various products for evaluation and addition to the contract. - The contractor shall provide current catalogs and/or new item flyers to the OST Program Manager annually. - The contractor shall fill orders for authorized OST personnel for items specified in the contract. - The contractor shall ensure that authorized individuals select authorized items under this contract and do not exceed their annual allotment. - The contractor shall ship items in stock the next business day after receipt of the order. - The contractor shall ship items not in stock in a timely manner not-to-exceed three weeks after receipt of order. - Contractor shall only ship orders to a receiving address that corresponds to the individuals??? respective home station (Albuquerque NM, Amarillo TX, Barling AR, and Oak Ridge TN). - The contractor shall track all transactions and submit monthly invoices. The request for payment invoice shall include the description of each item shipped, location to which shipment was made, and name of individual, for receipt verification purposes. - The contractor shall accept returned stock and exchange and reship at no additional charge. - Contractor shall maintain a detailed account transaction to ensure yearly maximum allowance per individual is not exceeded. Current account transactions shall be made available to the OST Program Manager quarterly. - Contractor shall supply all respective locations with a sizing chart on items / clothing. Format for the Statement of Capabilities: The SOC shall contain all pertinent information about the company but not limited to company name and address and NAICS business size. The SOC shall be no more than five (5) pages (double sided). The font size shall be not less than 12 pitch New Times Roman or 11 pitch Arial. The paper size shall be 8.5 inches wide by 11 inches long. The SOC may contain attachments for clarification of potential items and services. In addition, the SOC shall include the following information ???provide a statement describing how your company might propose to perform the tracking and reporting of individual purchases of authorized items and the monetary allowance. All prospective contractors shall indicate how they will prevent violations of the Buy American Act and/or other Free Trade Agreements as specified in the Federal Acquisition Regulations Part 25. NNSA requests all potential offerors provide comments to the Draft Performance Work Statement. The requirements for these comments are the same as the SOC except the comments are limited to not more than three (3) pages. This notice is not a request for proposals and in no way obligates the Government to award any contract. DOE/NNSA will not be responsible for any costs incurred by responding to this Notice. No solicitation exists at this time. Please be advised that all information submitted will be considered procurement sensitive. Information which the Contractor considers ???Bid and Proposal Information??? or ???Proprietary Information??? pursuant to existing laws and regulations must be marked accordingly [see FAR 3.104-1 (3) & (4)].
