- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This requirement is set-aside for small business only. The NAICS Code for this synopsis/solicitation is 423990, with a size standard of 100 employees. Solicitation/Purchase Request number DE-RQ11-08PN39001 is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-20 effective September 6, 2007. The Government intends to award five contract line item numbers (CLINs) for the following: Item 0001, Fifteen (15) Each Glock GLOG LAWPD 22940 RED Inert Practice Pistols Item 0002, Thirty (30) Each Glock orange floor plate for training magazines, GLSP01294 Item 0003, Nine (9) Each Machine gun, Belt-fed, FN MK46 Mod 0 5.56 Item 0004, Nine (9) Each Spare Barrel 16", FN MK 46 MOD Item 0005, One Hundred (100) Packages, Links, Steel, 5.56x45 SAW, FN M27 , 200 per package Delivery is required to be made within 30 days after date of order These CLINs are required to be the Brand Name Items specified above and shall be 100% new manufacture. Proposing use of used or reconditioned parts will result in your quote being eliminated from award consideration. Quotations will be evaluated based on price. The Government reserves the right to make multiple awards. The criteria in FAR 52.214-22 will be used in determining if multiple awards will be made. Box 5478, Oak Ridge, TN 37831. A duplicate copy shall be faxed to U.S. Department of Energy , Schenectady Naval Reactors Office, Finance Division 518-395-6390. Submittal of Quotations - Submission of quotes by means other than IIPS is not authorized. Offers must be received through the IIPS web site NO LATER THAN 3:00 PM ET on November XX, 2007. See FAR 14.214-7 "Late Submissions, Modifications, and Withdrawals of Bids," for treatment of late bids/quotes. Each offer is to be submitted according to the instructions in the IIPS User's Guide, which is available at http://e-center.doe.gov/doebiz.nsf/Help?OpenForm. It is the responsibility of the Offeror, prior to the offer due date and time, to verify successful transmission in accordance with the Proposal Response (Submission) instructions in the IIPS User's Guide. Quotations shall be on an F.o.b Destination basis. The F.o.b. Point, Ship to address and inspection and acceptance location shall be: U.S. Department of Energy, c/o Knolls Atomic Power Laboratory, 2401 River Road, Schenectady, NY 12309. If this solicitation is amended, then all offerors shall acknowledge receipt of any amendment to the solicitation by complying with any one of the following, (1) signing and returning the amendment, (2) identifying the amendment number and date in their offer, (3) sending a letter or telegram to the contract specialist identified below. The Government must receive the acknowledgement no later than the closing date and time of the solicitation. Quotations must be valid for a minimum of 30 calendar days after solicitation closing.
