- Description
- The United States Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), NESDIS Acquisition Division intends to negotiate on a sole source basis with The Regents of the University of Michigan for a three month extension for Contract No. DG133E-06-CN-0134. This acquisition for Other Than Full and Open Competition is pursuant to the authority permitted under Federal Acquisition Regulations Subpart 6.302-1, (1) Citations: 10 U.S.C. 2304(c)(1) or 41 U.S.C. 253(c), Only one responsible source and no other supplies or services will satisfy agency requirements. The University of Michigan is responsible for providing technical support services for Conical scanning Microwave Imager/Sounder Sensor (CMIS) that was terminated during the restructure of the National Polar-orbiting Operational Environmental Satellite System (NPOESS) program. Services include (1). The use of the University's Windsat ocean wind vector retrieval algorithm, to assess the impact on wind direction retrieval of eliminating one or more channels. (2). Providing technical support for the development and testing of an on-board calibration subsystem; (3). The development of a pre-flight test plan for end-to-end radiometer performance (4). Continue technical development of a surface emissivity-base retrieval algorithm for the wind direction EDR. (5). Support monitoring and assessment of Atmospheric and Environmental Research, Inc. (AER) EDR retrieval algorithms and their implication for MIS hardware performance and design requirements. (6) Technical support for the development of the post launch cal/val strategies for CMIS 3rd and 4th Stokes polarimetric channels and (7). Assess the impact on other pre and post-flight cal/val plans. This three month extension continues the University's technical support for a new Microwave Imager/Sounder (MIS) to replace the cancelled CMIS. Interested parties who believe they can meet the Agency's requirement are requested to submit in writing an affirmative response demonstrating their technical capabilities. To be considered an affirmative response, all responses must include detailed technical information and other technical literature demonstrating the ability to meet the above requirements. In your response you must address each of the items listed above in sufficient detail to permit agency analysis to establish a bona fide capability to meet the requirement. Failure to submit documentation will result in the agency proceeding as stated above. A determination by the agency not to open competition is solely within the discretion of the agency. A written affirmative response must be received no later than forty-five days after the publication of this synopsis. The agency anticipates the award of a modification to the existing contract with an estimated value of $60K. The period of performance shall be from December 26, 2007 through March 30, 2008.
