- THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. THERE IS NO SOLICITATION PACKAGE AVAILABLE. The Naval Air Warfare Center Lakehurst is requesting information pertaining to the replacement of the existing A/S32A-31B Shipboard Tow Tractor (MD-3). For the purposes of this RFI, the new shipboard tow tractor shall be called the STT. The STT will be required to operate on CV/CVNs and L-class air capable ships. The Government is requesting information on the availability of diesel, hybrid, or all electric powered vehicles that would be capable of performing the duties of the current tow tractor. The STT shall have a minimum draw bar pull of 8,500 lbs and engage the aircraft/ mobile equipment via a tow bar. It shall be capable of pushing/ pulling from the front or rear. The STT shall transport and provide power and fuel to a mounted universal jet engine start unit (MSU). It shall have a 28-volt electrical system and include an electrical power receptacle for use with aircraft. The STT shall be no larger than 65? wide, 40? high, 123? long (without MSU attached) and have a minimum ground clearance of 5 inches. Its speed when loaded to max draw bar pull shall not exceed 3 mph. As required for any typical Navy Support Equipment (SE), the STT shall be highly reliable, maintainable, and supportable. The STT shall be capable of operating in temperatures ranging from -20 degrees F to 125 degrees F and meet vibration, shock (per Mil-S-901D Grade A, Class 1), environmental, EMI and mobility criteria for an at-sea environment. Please provide commercial pamphlets, operating and maintenance manuals, or any other documentation that would describe a unit to meet the above requirements. It is anticipated that if a solicitation is issued it will be for a quantity of approximately 225 STTs. The Government will not release any information marked with a Proprietary legend, received in response to this RFI, to any firms, agencies, or individuals outside the Government without written permission in accordance with the legend.
