Description
The purpose of this sources sought notice is to seek information regarding the current level of technology and capability of the commercial sector to replace the current E-6B Structural Data Recorder System (SDRS). The SDRS will be replaced with an Federal Aviation Administration (FAA) certified Commercial Off the Shelf (COTS) Crash Survivable Flight Incident Recorder (CSFIR) and Flight Data Recorder (FDR) with quick access recorder (QAR) capability. The effort includes system integration, documentation and installation of the CSFIR/FDR system into 16 aircraft. The CSFIR/FDR system will support the E-6B Individual Aircraft Tracking System, Engine Performance Tracking, Training, Safety, Maintenance, and Military Flight Operations Quality Assurance Programs by accurately recording structural, engine, voice, ground operations and flight operations data. The optimum system will record and process data to assist in determining the E-6B service life extension through airframe and engine life monitoring and provide data for incident and maintenance reporting. The contractor shall provide software that will provide the capability for viewing specific data parameters on the aircraft Flight Management Computer (FMC) Multipurpose Control Display Unit (MCDU) or equivalent. The effort also includes the integration, installation, and test of COTS software and or a COTS software suite; referred to as Data Processing Software Suite, that at a minimum processes structural, engine, ground operations and flight operations data from the FDR for display and analysis by safety, maintenance, and engineering personnel. The period of performance will cover a one-year base period for non recurring engineering, training, and logistics and one option period for the installs (aircraft and trainers), training and logistics. Formal RFP release will occur on or about 2 January 2008 with proposals due on or about 2 March 2008. The Navy is providing the following information for industry consideration and comment: (1) Draft E-6B CSFIR and FDR Statement of Work (SOW)and (2) Draft E-6B Performance Specifications; and (3) Draft Section B. The Government would like to receive industry's comments and questions on these draft documents. Any comments/questions should be done using Track Changes in Microsoft Word.
