Description
The US Fish and Wildlife Service, Region 7 (Alaska) intends to award a sole source procurement to R.G. Ford Consulting Company of Portland Oregon to provide professional natural resource damage assessment consultation on the scope of injuries to birds resulting from the Seledang Ayu ship grounding and subsequent oil spill that occurred during the winter of 2004/2005 in the Aleutian Islands. The consultation services are necessary so that the Service can quantify avian injuries resulting from the oil spill and identify appropriate primary and/or compensatory restoration activities. This natural resource damage assessment effort is related to the grounding of the 738-foot cargo vessel M/V Selendang Ayu, off Unalaska Island in the Aleutian Islands. The vessel, carrying approximately 483,000 gallons of heavy bunker fuel oil and 21,000 gallons of diesel fuel, ran aground and broke apart December 2004. The number of bird carcasses recovered during an oil spill response typically represents only a subset of the total mortality. Many of the birds that are killed by an oil spill are not recovered due to predation, wave action, difficulties in detection, and some of the bird carcasses that are recovered may not have been attributable to the spill. Estimating the total mortality involves correcting for factors that result in carcass disappearance before being recovered by researchers and estimating the rate at which carcasses are deposited in the absence of an oil spill. During the pre-assessment phase of the case, R.G. Ford Consulting assisted the Service and other trustees in compiling and analyzing information gathered during response and pre-assessment activities to estimate background seabird mortality, searcher efficiency, and scavenging rates. The contract which will be awarded following this sole source synopsis shall include R.G. Ford Consulting using data and pre-assessment estimates from the preassessment phase of investigation to advise the Service regarding the development of an overall estimate of total mortality for avian species. Under the direction of the Service, RG Ford Consultantswill participate in cooperative negotiations with the responsible party to resolve disputes over specific assumptions in developing the mortality estimate. RG Ford Consultants will generate a final written report after the negotiations are concluded that contains the following: a) Name and address of the client b) Name and address of the analysts c) Description of the underlying assumptions and methods used to quantify seabird mortality d) Summary of results and conclusions This notice of intent is not a request for competitive proposals and the Government does not intend to accept proposals received. Award will be made approximately 30 days following the publication of this notice, on or shortly after November 16, 2007. See Numbered Note 22.
