Description
This is amendment 02 and outlines Instructions to Offeror regarding the pending Site Visit. It is highly recommended Offerors attend this site-visit in order to familiarize themselves with site parameters and constraints. Prospective offerors ar e advised to visit the work site to ascertain the degree of difficulty expected in avoiding existing features, and other factors affecting the work. Any difficulties arising during performance of work that would have been evident at such a prior inspectio n will not be considered to be a result of differing site conditions. Offeror will submit the name, last four of SS#, and Drivers License number (to include state of origin) of individuals who will be attending. These names are to be typed on company letterhead and shall be attached and e-mailed to: mary.j.abott@usace.army .mil no later than 6 December 2007 for site-visit base access. This date is non-negotiable for access. Names shall be receive no later than close of business 6 December 2007. Fairbanks is located 100 miles north of Delta Junction and Fort Greely is approximately 7 miles south of Delta Junction. Offeror, please dress appropriately. WARNING: This is not a populated area; road conditions and weather conditions can and do change quickly. Please be prepared in the event of a winter driving emergency if one should occur during your travel route. Extra winter clothing is recommended, water, medication, cell phone, and snacks/food. Be well rested; rotate drivers if applicable. If yo u should encounter an adverse situation, do not leave your vehicle. Stay with your car, don't over exert, put bright markers on antenna or windows and shine dome light, and, if you run your car, clear exhaust pipe and run it just enough to stay warm with windows slightly cracked. While in route, slow down and increase distances between cars; keep your eyes open for animals walking in the road. Plan Your Route: Allow plenty of time (check the weather and leave early if necessary), be familiar with the maps /directions, and let others know your route and arrival time. Please use common sense and practice safety during this trip to and from Fort Greely. Trip time is approximately 2.5 to 3.0 hours one-way. Accommodations in Delta Junction are limited. Alask a day light is limited this time of year, please be prepared for darkness. Sunrise is 10:59 AM and sunset is 2:41PM with approximately 3.42 hours of daylight. Personal and vehicle identification will be required to pass security at the gate at Fort Greely. Individual registration and a vehicle pass is required for entry onto Fort Greely. On the day of entry, kindly inform the security police at the Visitor Control point/Center that you are on the list for a DAY PASS and be prepared to present the following documentation: Valid drivers license, Proof of current insurance, Proof of current IM certification, and Current vehicle registration/Rental Contract. Please allow enough time to access the base in case of possible changes in base or building access requirements for security reasons. Visitors are advised vehicle operators on Government installations will not use cell phones unless the vehicle is safely parked or they are using a hands-free device. Violation of this policy will result in loss of driving privileges for 30 days. This po licy applies to all uniformed military personnel, DOD civilians, Contractors, family members and any other non-DoD drivers operation a motor vehicle on Government installations. Offerors are to proceed to building 661, second floor conference room (subject to change). Signs will be posted at the entrance of this building for your convenience. Questions from the site visit shall be submitted no later than close of business 17 December 2007. Please note the date has been extended for solicitation release from on or about 20 November 2007 to on or about 7 December 2007. A Request for Proposal in electron ic format only will be available for download on or about December 7, 2007 on the Federal Business Opportunity website at http://vsearch1.fbo.gov/servlet/SearchServlet The Government shall not be responsible for proposal preparation costs. The Pre-Proposal Conference for this project will be held from 11:00  3:00PM, Alaska Time, on December 12, 2007 at the U.S. Army Corps of Engineers office on Fort Greely, Alaska.
