Description
DESCRIPTION: Consulting Architect-Engineer Services for NRM Project #666-08-102, Storm Drain System Survey and Replacement Consulting Architect-Engineer services are required to conduct a complete field study and evaluation of the entire storm drain system at the Sheridan VA Medical Center, Sheridan, WY. The A/E will have the lines scoped to provide a complete evaluation of the system for condition, capacity, and reliability, and prepare a report of needed work. Based on this report, the A/E will design a construction project to provide repair work as needed on the highest priority issues up to the funding cost limit. All work must be designed within a construction price range of $250,000 to $500,000. The A/E will provide an initial estimate of cost to perform the above work and will design only those items that can be provided within the cost limitation. Submission requirements are the initial estimate and preliminary design submission, a 50% design submission, and a 95% design submission, each with refined cost estimates as required. Work is at the Sheridan VA Medical Center, 1898 Fort Road, Sheridan, WY. Include cost estimates for all items in need of replacement or correction. Following the field evaluation and survey, provide design with specifications and cost estimates. This requirement is to provide all labor, transportation and supervision necessary to conduct the investigation and complete working design drawings. The Medical Center must be able to remain operational throughout the construction period and a detailed sequence of work will be provided by the A/E to minimize impact of the construction. The A/E will provide four sets of documents at each submission including a cost estimate, and will provide a set of AutoCAD drawing files, 15 copies of final drawings, and 15 sets of specs in Microsoft Word at the final submission for procurement actions. Estimated duration of survey and design to be 2 months, with construction period services expected to be 6 months. Responses must be received no later than the close of business, December 6, 2007 (4:00 p.m. MST). A-E firms which meet the requirements in this announcement are invited to submit completed SF 330 Architect-Engineer qualifications, Parts I and II to James Wiltse (90C), at the address shown above. This IS NOT a request for proposal. Selection will be based upon the following factors respective of the scope identified above and upon the A-E having qualifications in storm drain, design construction, and general building remodeling and replacement of hospital storm drain systems and associated design experience: (1) Team proposed for this project; (2) Previous experience of Team proposed for this project; (3) Proposed design approach for this project; (4) Location and facilities of working office(s); (5) Cost control; (6) Estimating Effectiveness; (7) Schedule Control (8) Knowledge of Storm Drain Systems. This acquisition is restricted to Sevice Disabled Veteran Owned Small Business's capable of doing work under the North American Industrial Classification System (NAICS) code 541330.
