Description
PRE-SOLICITATION SYNOPSIS For Interior Enhancement of Beech-300 King Air FAA Flight Inspection Aircraft The Federal Aviation Administration (FAA), Mike Monroney Aeronautical Center, Aviation System Standards (AVN) has a requirement for the Interior Enhancement of the interior of 18 Beech-300 King Air aircraft. Responses to this pre-solicitation notice will be used to develop the source list for this requirement. The FAA has attached a draft copy of the Statement of Work for this requirement for industry comments prior to final release. The FAA intends to issue this requirement on a competition basis. The award will be determined based on technically acceptable - lowest priced offeror. Any information provided under this pre-solicitation notice is for informational purposes only and will not be released. Any proprietary information submitted will be protected if appropriately marked. Vendor participation in any informational session is not a promise of future business with the FAA. As such, all comments to the SOW need to be addressed in your response to this pre-solicitation notice. All responses need to be provided to the contracting officer no later than 3:30pm, local time (Oklahoma) November 28, 2007 to be considered. The FAA has determined that this requirement will be issued using full and open competition procedures. The NAICS CODE for this requirement is 336411 Aerospace Product and Parts Manufacturing --Size Standard 1,500 personnel. This requirement is for Interior Enhancement of the interior of the aircraft to a Statement of Work. When deviating from the delivered aircraft configuration, the Contractor is responsible for meeting all FAR requirements and developing a Supplemental Type Certificate (STC) for this Interior Enhancement. In addition to the Interior Enhancement work to be accomplished the Contractor shall deliver to AVN electronic and paper copies of the complete Supplemental Type Certificate package to include, but not limited to: modification engineering drawings (to include part specific drawings for new items), engineering reports, and a manual for Continued Airworthiness. In addition to aircraft type certificated requirements, the aircraft shall be certified to meet all FAR Part 135 Operating Requirements. The FAA aircraft may or may not be available on a regular schedule due to Flight Inspection Requirements. The FAA estimates there may be up to 30 to 60 days per year when the aircraft will not be available to the vendor to start work. Once the aircraft has been delivered to the vendor, the vendor will have 60 to 90 calendar days (to be determined) to complete Interior Enhancement of the aircraft. SIR documents are planed to be released mid December 2007 with a proposal due date in mid to late January 2008. The SIR is to be downloaded and printed from the FAA Contracting Opportunities Home Page found at http://fast.faa.gov. Please note that documents downloaded from sites other than the FAA Contracting Opportunities Homepage may not be the latest documents, all SIR amendments will also be shown on this site as Amendments as required. Vendors must follow this site to the date of closing to determined if additional SIR amendments have been issued. Each offeror shall be required to submit with their proposals the following minimum information to be reviewed by FAA for the purpose of determining the vendor responsible and has submitted an acceptable technical responses demonstrating that they fully are in compliance with SIR minimum site condition and technical requirements. Any offeror that does not provide or meet the SIR minimum requirements will be removed from the competition and will be removed from further consideration for award. Offerors shall provided with their proposal as proof that the minimum conditions are met the following information. 1. To take off and land the FAA's King Airs Safety the minimum runway length that is required using the aircraft flight manual for FAR 135 60% Factored Landing Field Length. Using our aircraft weight of 13,000 pounds, computed accelerate-stop distance would be 5,000 feet. This is the minimum acceptable runway length to operate the FAA Flight Inspection aircraft. Vendor must provide proof with response that airport facility does meet this requirement. 2. Vendor must provide a copy of their current Repair Station Certificate with the Proposal. 3. Vendor must provide copies of a minimum of two similar Interior Enhancement job on similar (within last 5 years) type of aircraft that have been completed that includes the issuance of a Supplemental Type Certificate. 4. Vendor must pass FAA Facility/Site Inspection In addition, a transportation evaluation factor of $4.00/mile will be included in any SIR issued for this requirement based on the distance being determined by nautical miles between FAA, Oklahoma City, to the vendors maintenance site and back for each of the 18 aircraft. (SAMPLE- site is 400 miles from OKC--400 X 2 (out and back) = 800 miles X $4.00=$3,200 X 18 aircraft = $57,600 transportation evaluation factor added to total evaluated contract amount.) When the SIR is released it is anticipated that a single award for a Indefinite-Quantity/Indefinite -Delivery type contract with fixed-unit pricing will be awarded covering Interior Enhancement and installation of the FAA Be-300 flight inspection aircraft. The firm shall furnish all services, purchase equipment, materials, supplies, personnel, required to provide the Interior Enhancement in accordance with the Statement of Work. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
