Description
Solicitation/Synopsis DJMS-08-R-0001. This is a synopsis for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12 & 13, as supplemented with additional information included in this notice. The solicitation will be issued as a Request for Quote, & the solicitation documents will be available through issuance of a subsequent solicitation to this synopsis & will be those in effect through Federal Acquisition Circular 2005-13. As will be described in the solicitation, the United States Marshals Service (USMS) has a requirement for aircraft line maintenance for its 1 each Saab 2000, & Beech 99 twin-turbo prop aircraft being operated out of Aguadilla, Puerto Rico. NAICS code 488190 Other Support Activities for Air Transportation; aircraft maintenance & logistics support services, size standard $6.5 million dollars. Pending the award of a long term contract it is contemplated that this interim 6-month Indefinite Delivery/ Indefinite Quantity labor-hour contract will be awarded for firm requirements with cost reimbursable (time & materials) contract line items using simplified acquisition procedures for commercial items. The requirement is a 100% Small Business Set-Aside. To be considered for award Offerors must possess the necessary knowledge, experience, & technical data to perform the requirement. The Government does not own the data rights for the aircraft, therefore as required the offeror must be able to have access rights to the Original Equipment Manufacturer?s technical data to be considered for award. The required maintenance & logistic services support required with this acquisition includes all material, equipment, labor, & travel provider being prepared to support flight operations beyond normal working hours, including holidays within 2-hours of notification by the JPATS Officer In Charge (OIC). All other requirements shall be in accordance within the individual Statement of Works (SOW) for each aircraft & the manufacturers (Saab & Beech) Master Minimum Equipment List (MMEL) for Part 91 operators, or as deemed acceptable by the United States Marshals Service. The requirement includes developing & providing appropriate levels of technical assistance & program management, all of which must meet applicable Federal Aviation Administration (FAA) requirements for a commercial aviation entity. Offerors will submit pricing, technical & past performance information as will be delineated within the solicitation. The award will be based on best value to the government, made to the responsible offeror using the Tradeoff Process IAW FAR part 15.101-1. All line items will be awarded on a single contract.
