- FROM THE EMERGENCY CONTRACTING SUPPORT BRANCH OF DSCR. This is a synopsis for a commercial item. A copy of the solicitation will be available via the DLA-BSM Internet Bid Board System (DIBBS) at: http://www.dibbs.bsm.dla.mil on the issue date cited in the RFQ. From the DIBBS Homepage, select the "Solicitations" tab then choose the appropriate "Search Category" and "Search Value", then click "Submit" in order to view the RFQ you wish to download. RFQs are in Portable Document Format (PDF). To download and view these documents, you will need the latest version of Adobe Acrobat Reader. This software is available free at: http://www.adobe.comm. A paper copy of this solicitation will not be available to requestors. This RFQ is prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice and in accordance with FAR 13.5.
