- SOURCES SOUGHT NOTICE. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME, DO NOT SUBMIT A REQUEST FOR A SOLICITATION. The U.S. Government Broadcasting Board of Governors (BBG), International Broadcasting Bureau (IBB), Office of Contracts (CON), is conducting a market survey to determine the existence of sources that have the ability to provide the same or similar type of High Powered Amplifier Telecommunications equipment for use in BBG?s operation and expansion of its global distribution systems. This equipment is currently available under an approved standardization authorizing the use of High Powered Amplifier Telecommunications equipment from Communications & Power Industries (CPI) SATCOM Division http://www.cpii.com/. This equipment is vital to the continued operation of the agency?s Satellite Interconnect System (SIS). This equipment is inter-changeable with all of BBG?s locations worldwide as it is necessary for the continued success of BBG?s broadcasting. This equipment must be able to function with and support existing proprietary interfaces between units and entire systems that will be verified during review of the equipment specifications submitted by interested firms. This market survey is for informational and planning purposes and does not constitute a request for proposal and is not considered a commitment by the government. The government does not intend to award a contract on the basis of this notification or otherwise pay for information or inquiry. The government may limit follow-on procurement actions to contractors that provide responsive submissions to this notice. Those who are interested shall submit a comprehensive written ?Capabilities Statement? that provides, at a minimum, the following: (1) Evidence of specific examples of the contractor?s successful PAST PERFORMANCE with a minimum of three (3) years of experience in providing High Powered Amplifier Telecommunications equipment. Interested sources shall submit at least five (5) examples of previous or ongoing projects and shall list the project title, project city/country location, customer?s name, contract type, total contract amount, contract start and completion dates, summary of the scope of work furnished, and the names, title, current address, telephone, and email address of the customer point-of-contract. (2) TECHNICAL PERFORMANCE: The contractor shall submit specifications that clearly describe their High Powered Amplifier Telecommunications equipment in a format that is same or similar to the equipment offered by CPI SATCOM Division. To be considered in this market survey, a written ?Capabilities Statement? shall be submitted to the Contract Specialist, Patricia Ludlow, at the Broadcasting Board of Governors, International Broadcasting Bureau, Office of Contracts, 330 C Street, SW, Room 2527, Washington, DC 20237 before December 13, 2007, at 1:30PM, Eastern Time. Ms. Ludlow may be contacted by email at pludlow@ibb.gov. All responsible sources may submit an offer that will be considered by the agency. No telephone responses are acceptable. If determined to be in the best interest of the government, interested and qualified sources responding to this sources sought notice may be requested to provide follow-up information. Those who respond will be notified on whether their written ?Capabilities Statement,? as verified by the IBB is responsive to this notice. A determination by the government not to compete a proposed contract based upon responses to this notice is solely within the discretion of the government. Any information received from interested firms responding to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice is not a RFP, IFB, or RFQ.
