Description
***THIS IS AN UPDATE TO A PREVIOUSLY ISSUED PRE-SOLICITATION SYNOPSIS*** The Space and Naval Warfare Systems Command intends to release Request for Proposal (RFP) number N00039-08-R-0002 for the procurement of Naval Integrated Tactical Environmental System Next Generation (NITES-Next) software which will provide the ability to input, store and process Meteorological and Oceaqnographic (METOC) data and products. This includes assessing the impact of present and forecasted METOC conditions (including atmospheric, surface and oceanographic) on operations, weapon systems and sensor systems, allowing the display and visualization of tailored METOC products, and providing METOC data and products to other METOC units, warfighter's mission planning systems, Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) systems, and decision support systems. This opportunity was previously synopsized in fiscal year 2007 under solicitation number N00039-07-R-0011. The scope of this contract includes the design, development, testing, and delivery of the required NITES capabilities over three builds (each successive build will incorporate the requirements of the prior build and add new capabilities). The Government anticipates a single competitive award for NITES- Next. The contract will consist of cost plus incentive fee/cost plus award fee line items for each NITES-Next build (one firm line item for Build 1 and two option line items for the subsequent builds), with cost plus fixed fee option line items for Operations and Support and Demonstrations and Exercise Support. Previously posted documents pertaining to NITES-Next will be moved to a page under the Future Opportunities area within the e-commerce site, corresponding to the new solicitation number. The final solicitation will be issued without further notice on or about December 2007. The estimated proposal submission date will be in late January 2008, and the estimated award date is May 2008. These dates are estimates only and actual dates will be established when the RFP is released. The points of contact for this requirement are LT JG John Sprague, Contract Specialist, at (619) 524-7167; and Frederick D. Renz, Contracting Officer.
