- SOURCES SOUGHT This is Not A Request for Proposals. THIS REQUEST IS FOR INFORMATIONAL PURPOSES ONLY. ALL POTENTIAL VENDORS ARE REQUESTED TO SUBMIT THEIR CAPABILITY STATEMENT. NAIC: 517410 Size Standard = $13.5M. Small Business Responses Only. T he Contracting Center for Excellence (CCE), on behalf of the Office of the Provost Marshall, National Detainee Reporting Center (NDRC), is conducting a market survey in accordance with the Federal Acquisition Regulation (FAR) Part 10.001 to determine the e xtent of participation and capability to provide technical satellite communication services to include maintenance and monitoring of the existing open satellite communications link between Theater Internment Facilities (TIFs) and the new NDRC server. The NDRC accounts for, manages and issues forward blocks of Internment Serial Numbers (ISNs) to designated Theater Detainee Reporting Center (TDRC) / TIFs Overseas Theater of Operations (primarily Iraq). The NDRC, through its associated branches, collects, st ores and reports information on detained Enemy Prisoner of War (EPW), Civilian Internee (CI), Other Detainee (OD) and Retained Person (RP) and maintains accountability of their confiscated property. NDRC processes all inquiries by US Forces and government agencies, and all International Committee for the Red Cross (ICRC) reports regarding information on Detained Persons with ISNs. Upon completion of hostilities, NDRC assumes responsibility for archiving detainee records. NDRC is responsible for creating a secure environment international justice telecommunications capability that provides the highest degree of safety, security, preservation of human life and protection of property. The twelve (12) basic tasks that the contractor shall perform in support o f the NDRC are: (1) provide Satellite Communications for the Office of the Provost Marshal General, NDRC; (2) provide a secure environment international justice telecommunications capability and information service with the highest degree of safety, securi ty, preservation of human life and protection of property; (3) provide a system with a minimum 256k bit encrypted guaranteed bandwidth, 2 Megabyte line into theater, and a 1 Megabyte line out of theater of operations; (4) provide 24/7/365 technical support and bandwidth with technicians able to provide support on Cisco routers, iDirect networks, and Norsat SecureLink terminals; (5)provide router support at South Berry Connecticut to complete the link where data is received from satellite and transferred alo ng T-1 lines to the Pentagon; (6)utilize the existing inbound and outbound T1 connections located at the Pentagon in room 1B488, Circuit location CKT identity N120 and N125; (7) provide a single geostationary satellite with a view of both the Middle East a nd the East Coast of the United States using the existing government furnished equipment listed in Part 3 of this PWS; (8) provide a satellite that has an orbital position of 22? West longitude or equivalent; (9)implement a signal within the Ku-band, with remote terminal transmission frequency between 14.0 GHz and 14.5 GHz, and reception between 10.95 GHz and 11.7 GHz. Additionally, the contractor must implement fully redundant iDirect hubs and line cards, running iDirect v6.0.6 firmware; (10) provide serv ice to at least four remote nodes; (11) provide a monthly status report listing system down time and the reason to include monthly and year to date percentage achieved; and (12)contact the NDRC of any downtime for satellite service within 4 hours of the ac tual occurrence. The contractor shall provide a contract manager who shall be responsible for the performance of the work. The Government will provide 4 Norsat Secure link terminals w/16W Solid State Power Amplifier (SSPA) and iDirect Time Division Multi ple Access (TDMA) modem, 4 30m Interfacility Link Cable, 4 RF Terminators, 4 Mobile Wireless Displays, 1 CISCO (Brand Name) 2801 routers with VPN accelerator card, 2 American Telephone and Telegraph Incorporated (AT&T) circuits used for T-1 communication line. Except for those items specifically stated to be government furnished above, the contractor shall furnish all required equipment to perform these servic es. The Capability statement shall include the following: (1) Whether the company is certified by the Small Business Administration as a HUBZone, Small Business, 8(a), Service Disabled Veteran Owned Business, or whether the company does not have any of t hese certifications; (2) Past Experience Describe experience in providing similar, prior, on-going services and direct experience in providing satellite communication services to at least four remote nodes; (3) Capability to provide a Migration Plan usin g the existing satellite connections listed above; (4) Contractors ability to use existing government equipment listed above to ensure a single geostationary satellite with a view of both the Middle East and the East Coast of the United States; (5) The co ntractors ability to implement a signal within the Ku-band, with remote terminal transmission frequency between 14.0 GHz and 14.5 GHz, and reception between 10.95 GHz and 11.7 GHz and implement fully redundant iDirect hubs and line cards, running a minimu m of iDirect v6.0.6 firmware; (6) The contractors ability to use the existing inbound and outbound T1 connections and capability to monitor and provide technical support 24/7/365; and (7) A statement of which portion of the work that will be self performe d, and how each of the twelve (12) tasks will be performed. The offeror shall show a positive and innovative attitude in relation to the scope of the proposed work. The estimated period of performance will consist of a base year two (2) twelve-month optio n periods to be perofmed in the greater Washington D.C. area. A DD 254 may be applicable at the time of award. This is not a commitment on the part of the Government to award a contract as a result of this notice or to pay for any information received. Contractors shall be responsible for all costs associated with preparing and submitting all capability statements. If two or more small business capability statements are received that sufficiently demonstrate the degree to which they can successfully per form these tasks, then this action may be set aside for small business. Only electronically submitted Capability Statement will be accepted. (Hard copies will NOT be accepted).
