Description

On or about December 3, 2007, the US Army Corps of Engineers, Alaska District will issue a Request for Proposal for the Design and Construction for Design/Build Unaccompanied Enlisted Personnel Housing (264 person UEPH Barracks), Fort Richardson, AK. Project will include supporting facilities include site utilities, electric service, security lighting, fire protection and alarm systems, storm sewer systems, paving, parking, walks, curbs and gutters, signage, fencing with gates, site improvements, information systems and anti terrorism measures. Access for individuals with disabilities will be provided in public areas. C omprehensive building and furnishings interior design services are required. Acquisition is 1-Phase solicitation where price technical and qualifications will be required in a single phase. This project will be designed and constructed in approximately t he same time frame as the Battalion Complex, Solicitation W911KB-08-R-0014 and in proximity to the 4-plex Construction Operations Facility (UNICOF). Copies of the solicitation and amendments are available by INTERNET ACCESS ONLY. All solicitation documen ts will be posted through the Armys Single Face to Industry (AFSI) to the Federal Technical Data Solutions (FedTeDS) website at https://www.fedteds.gov/ and the ASFI website is at https://acquisition.army.mil/asfi. It's the contractors responsibility to check the websites for any amendments. The offeror shall submit in the proposal all requested information specified in this solicitation. The contractor is responsible to register as an Interested Vendor for this solicitation at the Federal Business Opp ortunities (FedBizOps) website at http://www1.fbo.gov/. Award of a firm-fixed price contract is anticipated based on the Best Value approach. This solicitation is unrestricted and open to both large and small business participation. NAICS code for this project is 236220. For the p urpose of this acquisition, a concern is considered small business if its annual average gross revenue, taken for the last 3 fiscal years, does not exceed $31 million. The estimated design and construction cost for this project is between $25,000,000 and $50,000,000. Large business concerns submitting proposals for construction exceeding $1,000,000, shall comply with Federal Acquisition Regulation 52.219-9 regarding the requirement for a subcontracting plan. The U.S. Army Corps of Engineers considers the following goals reasonable and achievable for fiscal year 2007 Small Business (SB) 51.2%; Small Disadvantaged Business (SDB) 8.8%; Woman-Owned Small Business (WOSB) 7.3%; HUBZone Business 3.1%; Service Disabled Veteran-Owned Small Business (SVOSB) 1.5% . Prospective offerors, subcontractors, and Dodge/Plan Room are required to self-register their firm or office on the Internet. Those registering are responsible for the accuracy of the information. All notifications of changes to this solicitation shall be made through the Internet only, and it is the responsibility of the contractors to check for any posted changes to this solicitation. All proposal forms, bonds, and other normal document required for the proposal submittal, including amendments to the proposal submittal, shall be in paper medium. Electronic medium, Telegraph or Facsimile for the proposal submittal documents will not be allowed. All responsible sources may submit a proposal in the format and on the forms in the solicitation that shall be considered. Contractors must be registered with the Central Contractor Registration (CCR) in order to receive a Government Contract award.
