Description
QUALITY ASSURANCE SERVICES FOR HURRICANE DISASTER RECOVERIES AND GENERAL CIVIL WORKS CONSTRUCTION SCOPE OF WORK a. The Inspection Contractor shall furnish inspection services in connection with emergency recovery missions, and other general civil works construction and documentation, evaluation and analysis of records associated with construction activities as ide ntified in task orders on various projects. b. Emergency Recovery Services. Services furnished shall consist of inspection of temporary roofing construction and repair, debris removal, temporary housing and civil works construction as the on site inspector representing the government. Services sh all consist of inspection of roof structures to determine damage areas, estimating areas to be repaired, estimating volume of debris to be picked up by debris removal contractors including monitoring and documenting labor, materials and equipment used by contractors, mechanical and electrical inspection of hook up connections for temporary facilities such as mobile homes and trailers, monitoring contractors safety procedures and inspecting quality of work during the period of the contract, and general con struction management. Construction management includes scopes of work of individual roofing repair contractors, debris removal contractors, mobile home and trailer installation contractors (collectively, contractors) and compilation of data for reports in cluding written descriptions, photographs, sketches, square feet of materials installed and charts. Services shall also include assurances that the required standards of quality control preformed by the contractors are working effectively and comply with t he quality established by the Corps. Performance requires furnishing personnel of adequate numbers and qualifications to inspect general construction under contract with the Government ensuring compliance with EM 385-1-1 (Safety Manual) and the safety pro gram established by the contractors. At a minimum, the Inspection Contractor must be able to provide 25 to 50 QA inspectors within a 24-hour period with an increase to a maximum of 100 QA inspectors per day. Service assignments may include intense docum entation, evaluation and analysis of emergency recovery work records in difficult climatic and housing conditions. It is anticipated that fifty percent of the Inspection Contractor's inspectors that may be required to work in Puerto Rico shall be fluent a nd proficient in Spanish. c. Civil Work Construction. Services shall include construction inspection of levees and dikes, seepage cutoff walls, dike/embankment inspections, construction of berms and all ancillary features such as flood control gates, pump stations and associated electrical works, collection and analysis of soil and water samples, other general construction, evaluation and analysis of records associated with construction activities as identified in task orders on various projects. Services shall consist of inspec tion, review and monitoring, as the Government may require, during the period of the contract and in accordance with the services necessary for supervision of personnel. Performance requires furnishing personnel of adequate numbers and qualifications to i nspect construction of embankment, berms and seepage cut-off walls and general construction under contract to the Government.. Work will include but not be limited to review of contractor submittals such as construction and progress schedule, work plan, c ompaction results, completion of daily inspection reports, review of change orders and the impact on construction schedule. d. Services for each assignment will be requested by the Contracting Officer. Each assignment will be discussed by the Inspection Contractor's and the Contracting Officer's Representative as necessary to develop a mutual understanding of: (1) Location of work (2) Number of inspectors required (3) Shifts to be worked (4) Type of work to be performed (5) Duration of assignment (6) Special equipment requirements e.
